- The synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is a single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access the information posted by the Navy Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to procure on a sole source basis, Kenwood Radios and Base Stations, as set forth herein: 50 each NX-200; 33 each NX-700, delete the NXR-700 and add: Tone Panel-1Tx, 4W, FD Mfg Part # TTP1-4W (8 each) and Kenwood cable 7180 series MFg Part # 600-TKXX-000 (8 each). These items will be purchased with a credit for trade-ins of obsolete equipment that is no longer usable. Contractor shall also include charges for installation and programming the 83 units upon delivery. The basis for the sole source is that Mid Atlantic Communications, Inc., 68A Cool Springs Road, Fredericksburg, Virginia 22405 holds the current maintenance contract for replacement/repair for existing NSWCDD Kenwood radios and base stations. To have another vendor quote on replacements would render the existing contract null and void. In addition, Mid-Atlantic is utilizing a trade-in value of unusable and obsolete radios that would not be offered by another vendor, saving NSWC considerable funding. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13. DFAR 252.232-7003 (Electronic Submission of Payment Requests and Receiving Reports) is applicable to this purchase. NAICS Code 334220 applies to this procurement with 750 employees. There will be no written RFQ issued as a result of this notice. The resulting order shall be firm fixed price. Shipping shall be included in the Offeror ™s quote (F.O.B. Dahlgren, Virginia 22448).
