Description
This is a notice, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute of Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch, on behalf of the National Institute on Aging (NIA) intends to solicit, negotiate and award a purchase order on noncompetitive basis with Thermo Fisher Electron North America, LLC, 1400 Northpoint Parkway, Suite 50, West Palm Beach, Florida 33407-1976 for maintenance contract for the LTQ Orbitrap system. The maintenance contract includes on-site visits, engineer labor and travel, one preventative maintenance visit, factory certified replacement parts, software updates and on-line technical resources. The period of performance is 12 months. Thermo Fisher has proprietary rights to the design and software utilized in this instrumentation. Thermo Fisher is the only company with access to performance verified component parts, spare parts, software, technical support, upgrades and engineering resources to maintain the original operating specification. Therefore based on the aforementioned facts, only one responsible source and no other supplier or services will satisfy agency requirements FAR 6.302-1. The Government intends to select and evaluate and award the offer the represents the best value to the Government, price and all other factors considered. The acquisition is being conducted under simplified acquisition FAR 12 and is exempt from the requirement of FAR Part 6, Competition Requirement. This notice of intent is not request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
