- JOFOC The Department of Commerce, NOAA, National Weather Service (NWS), Engineering and Acquisition Branch intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Columbia Winch and Hoist. The NWS has a need for 4FFM Davit Cranes (Qty. 5), which are manufactured by Allied Power Products Inc., and sold by Columbia Winch & Hoist, for use in the NWS NEXRAD. The R400-SE52 electric crane is used to lift items from the ground to the NEXRAD radar pedestal floor, anywhere from 5meters to 30 meters above the ground. It fits in a mounting fixture on the floor inside the NEXRAD pedestal, and must have the proper fit, reach, electrical characteristics, and lifting capabilities to ensure it works in any of the existing 160+ NEXRAD systems, hence the sole-source justification. The parts lifted include 275lbs gearbox assemblies, Radio Frequency pallet assemblies, slip rings, motors, bull gears, etc. These parts are lifted to enable repair, modification, or installation of NEXRAD radars. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 10 (calendar) days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on September 14, 2012. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
