Description
The Federal Bureau of Investigation (FBI) intends to award a one time, fixed price, sole source contract with Raytheon BBN Technologies Corp., 10 Moulton Street, Cambridge, MA 02138, under Request for Quote (RFQ) E016006. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administrations Federal Business Opportunities (FBO) website, www.fbo.gov. Raytheon BBN Technologies Corp., is to provide BBN's C-STARS 2.0 Runtime and Model Trainer (Software Only) 1 Year Licence. Based on market research utilizing information obtained from industry sources, it has been determined that the FBI's requirement can only be provided by Raytheon BBN Technologies Corp. Raytheon BBN Technologies Corp., BBN's C-STARS 2.0 Runtime and Model Trainer is the only product capable of meeting the following requirements: 1) Human Language Technology (HLT) tools that allow keyword and phoneme-based indexing, searching, and analyses in many languages; 2) Compatible HLT Application Programming Interfaces (API) to allow developers to develop indexing, searching, and analyses in many languages; 3) Eight compatible HLT language packs; 4) Speech to Text (STT) capabilities; and 5) Compatible HLT run-time environment. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am, (EST), Tuesday, September 11, 2012, by email only, to Mr. Jacob Gessel, Contracts Administrator, at Jacob.Gessel@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
