Description
Synopsis corrected to replace UL Level III with NIJ Level III and correct response date. Heating and Refrigeration Plant (HRP) Access Control Point at the Pentagon, Arlington, VA. The proposed procurement is a Request for Proposal (RFP) construction contract. This proposed procurement is a competitive 8(a) Set Aside, NAICS 237310 size standard $35.5 Million. The estimated cost of services is between $1,000,000 and $5,000,000. PLEASE NOTE THIS IS NOT A SOLICITATION. The solicitation will be posted on or about August 2, 2012. Completion for this project is no later than 510 calendar days. This project includes the design and construction of a new permanent vehicle access control point (ACP) /Entrance Control Facility at the entrance of the Heating Refrigeration Plant (HRP) located on the south side of the Pentagon Reservation in Arlington, VA which provides screening for authorized vehicles and personnel access to the HRP. The project involves the demolition/removal and disposal of existing pavement, curb and gutter, concrete sidewalk, police booth, active vehicle barriers, fencing signage, light poles and utility relocations. A new access roadway will be constructed with a vehicle traffic control system containing an ID check, intercom system, gate arms and active vehicle barriers, a vehicle screening/inspection area with an under vehicle inspection system (UVIS) and license plate reader (LPR), and a vehicle rejection lane. New passive barriers, K-12 rated security fencing, and entry gate, CCTV camera system, intrusion detection/security alarm system, duress alarms, communications system and back-up power system with generator and uninterruptible power supply (UPS) will be installed. The existing Police Booth will be replaced with a new ballistic resistant NIJ level III Police Booth. Pedestrian access will be provided by a new concrete walkway and access to the HRP controlled by a new ADA-compliant pedestrian entry gate/turnstile with card reader. New Lighting will be installed at the approach zone, ID check/screening area, response zone, active barrier areas and parking area. Design and construction shall meet the Unified Facilities Criteria and Department of Army (DA) Access Control Points Standard Design Criteria (ACP-SDC) standards to the maximum extent practical. The access control and signalization system shall be designed, constructed, and tested in accordance with the UFGS 34 41 26.00 10, Access Control Point Control System and UFGS 28 23 23.00 10, Closed Circuit Television Systems. The Pedestrian Entry/Exit Gate must comply with DOJ's 2010 ADA Standards for Accessible Design with reader out exit and annunciated alarm capabilities. The project must be constructed in a phased manner to allow the existing screening operations to remain in continuous operation. The design must be reviewed and coordinated with the National Capital Planning Commission (NCPC) and Commission of Fine Arts (CFA). Additional information in accordance with the statement of work will be included in the request for proposal package.
