Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation No. is W564KV-12-T-1035 and this is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60 including amendments effective July 26, 2012. The Government anticipates awarding a Firm Fixed-Price Purchase Order. The basis for award is lowest priced technically acceptable (LPTA). Technical Acceptability will be base on whether the products or services provided in your proposal meet or exceed the needs of the government in accordance to the requirements in this RFP and the performance work statement (PWS). The Contractor shall provide the actual amount for each item proposed. PROPOSAL SUBMISSION: SUBMIT PROPOSALS NLT 12:00PM 21 September 2012. All interested parties shall include, at a minimum, the following in the submitted offer: 1. Pricing, included in Schedule B of SF1449; 2. Completed Representation and Certifications - both FARS 52.212-3 and DFARS 252.212-7003; and, 3. Signed and dated SF1449. 4. Certifications that show you can work on this type of equipment. All quotes shall include price(s) FOB Destination, a point of contact, name, email, fax, and phone number, GSA contract number if applicable, business size, country product of origin, place of manufacture, delivery time, payment terms, if registered in WAWF and/or if quoter accepts payment by Government Purchase Card. Quoter's shall include a completed copy of 52.212-3 and its ALT I with quotes unless vendor is registered in ORCA. If registered, please so state on quote and affirm representations and certifications are up to date. Wide Area Work Flow (WAWF). Quoter's must be registered in WAWF to be considered for award unless government purchase card is utilized for procurement. Registration can be completed on-line at https://wawf.eb.mil. The WAWF Assistance Line is also available at 1-866-618-5988. Central Contractor Registration (CCR) is no longer utilized for registration in order to receive a contract award. You must now register in System Award for Management (SAM) unless you were already registered in CCR. You can register in SAM at https://www.sam.gov/sam/ in order to be considered for award. Registration is free and can be completed on-line. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. When submitting a quote it is very important that all offerors understand it is their responsibility to ensure they meet all requirements of the RFQ, not just those requirements stated in the specification such as terms and conditions, representations and certifications. The quote should not simply rephrase or restate the Government's requirements, but rather shall provide substantiation as to how the offeror intends to meet the requirements. ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** There will be a Site Visit on 14 September 2012 at 10:00am Central European Time (CET) at the Water Treatment Plant Hoppst dten. The address is: Water Treatment Plant Hoppst dten, Saarstr. 201, 55768 Hoppst dten/Weisersbach, Germany. We will visit the Water Treatment Plant first and then visit the other site on USAG Baumholder. All vendors interested in bidding for this solicitation must attend the site visit in order to better understand the size, scope and location of the requirement.
