- This notice is in accordance with FAR 5.301 and FAR 16.505. Description of Action: The Office of the Comptroller of the Currency's (OCC) Management Application Services Delivery (MASD) requires continued program management support services from Definitive Business Solutions for Human Resource (HR) system support analysis. The contracting action to which this exception applies will award a follow-on task order to Definitive to provide said project support. The task order will be awarded on a sole-source basis under an exception to the fair opportunity process for orders under multiple award contracts. Description of Supplies or Services: The follow-on task order includes the following services: project management support, HR system support activity "as-is" process analysis and documentation, and maintenance of HR project artifacts. Authority Cited: FAR 16.505(b)(2)(i)(c) "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." Reason for Authority Cited: (a) Background In May 2009, the OCC awarded Definitive a task order (TCC-07-HQ-D-0050-090005) to provide program support services for HR system area projects. The task order was awarded after a competitive task order award process involving all three holders of the OCC's Program Management Office Support (PMOS) indefinite delivery/indefinite quantity (IDIQ) contracts. (b) Justification The scope of work for this task order constitutes "logical follow-on" work to the original task order, its scope being support for projects related to HR systems. Furthermore, as noted in the background, all awardees were given a fair opportunity to be considered for the original order. Finally, because Definitive has executed project support tasks for other HR projects under the original task order, such as the Performance Management and Compensation System (PMCS) project, the vendor has gained knowledge of the interfacing systems (e.g., HR Hub and HR Connect) and associated data flows. Analysis of the support activities for these interfacing systems is included in the scope of the original task order. That experience makes it unlikely that another PMOS awardee could complete the follow-on work as quickly and at a lower cost than Definitive. Therefore, in the interest of economy and efficiency, the current task order should be awarded on a sole-source basis, outside of the fair opportunity process. Award was made 04 Sep 2012.
