- The National Cemetery Administration is soliciting offers under Solicitation No. VA-786-12-R-0225 for the following service: Contractor will remove once a month (First Tuesday and Wednesday or as designated by cemetery staff); all floral arrangements, floral holders, and grave decorations placed at gravesites and in columbaria areas in accordance with cemetery floral regulations. During the removal, the following guidance is as follows: The contractor will discard all floral arrangements in trash bags/liners and place Ft Sam flower holders in their designated containers. All American flags will be neatly rolled and given to the grounds or maintenance foreman for proper disposal. Flags will not be disposed of in dumpsters or trash receptacles of any kind. Contractor will be responsible for transporting and disposing items picked up away from cemetery grounds. Contractor will provide the necessary labor, tools, equipment, and suitable conveyance for each work day for pickup of floral items from the cemetery grounds. Work shall be performed in strict accordance with all terms, conditions, specifications, schedules and drawings. Performance shall be in accordance with the requirements, conditions, terms and representations contained in this solicitation, any pertinent OSHA Occupational and Safety regulations, and any State and/or local regulations, laws and codes. This acquisition is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 561730. Size standard is $7 Million. Electronic solicitations will be available for download from http://www.fbo.gov on or about Sept 5, 2012. Responses to the solicitation are due at noon EST. on Sept 20, 2012. Any amendments to the solicitation will also be available at www.fbo.gov. Offerors are advised they are responsible for obtaining any amendments. Evaluation criteria for this award will be Lowest Price Technically Acceptable. Proposals shall be formatted as directed in Sections E.2 and E.3 or may be deemed non-responsive and removed for further consideration.
