Description
The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate, on behalf of the U.S. Small Business Administration intends to negotiate solely as prescribed in FAR 13-106-1 with Nineteen, Inc., 10006 Jaydee Blvd., Fairfax, VA for Credit Analysis and Modeling Expertise. The SBA is in the process of enhancing loan program related models and performance capabilities for several existing direct and guaranteed loan programs credit reform cash flow models, including: Disaster loans, Section 7(a) Small Business Loans (7(a)), Section 504 Certified Development Company (CDC) Loans, Secondary Market Guarantees SMG), and Other SBA loan programs. The models forecast the cash flows associated with SBA's direct loans and loan guarantee programs. Forecasts of loan repayments, prepayments, defaults, fees, recoveries, expenses, and related cash flows are developed based on actual historical loan performance data. SBA's models are built using a variety of software programs including SAS, STATA, and Excel. Areas of work will include the following: Development of models to project program requirements; Data collection, and performance and/or benefit analyses; Automating the processing of current models; Developing 10-year plans for loan programs and automating the updating of the plans; Design and development of subsidy estimate and reestimate models; Sensitivity analysis and testing of the models; Documentation of approaches and findings used in the modeling efforts; Designing the automation of projected versus actual performance; Automating other inputs and outputs used in the modeling process; and document and/or review of any of the above activities. The period of performance will be through 9/30/2013. The NAICS Code for this requirement is 541611-Administrative Management and General Management Consulting; Size Standard: $7.0M Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposals. A determination not to compete is solely within the discretion of the Government. AQD will not be responsible for any costs incurred by an interested party responding to this notice.
