- This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Contractor First Article Test is required. Required delivery is 135 days after contract award; F.O.B. DEST, with delivery to Fort Bliss, TX 79916-5801. Please include solicitation number and you direct contact information (I.E email address, mailing address, and telephone number.) This item is restricted to the approved source, Raytheon Technical Services, Cage Code 3B150, because manufacture of this part requires special test and or inspection facilities to determine and maintain ultra-precision quality for its function or system integrity. This is a contractor tested first article requirement. Required delivery with First Article Testing is a quantity of 1ea, 90 days after contract award 4 each at least 135 Days after Contract Award (DACA) Accelerated delivery is acceptable at no additional cost to the Government. Officer Adequate technical data is not available for this acquisition. All offeror's must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Qualification Procedures for Aviation Requirements. THIS ACQUISITION CONTAINS DATA THAT CANNOT BE RELEASED EXCEPT TO GOVERNMENT AGENCIES. NO DOCUMENTATION IS BEING RELEASED WITH THIS SOLICITATION. ACQUISITION DOCUMENTATION IS SOLE SOURCE TO THE RESTRICTED SOURCE OF SUPPLY. NOTE 22 The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
