- 1. The U.S. Army Corps of Engineers, Alaska District is seeking manufacturers and/or distributors of ductless, split system A/C units to be installed in communications/SIPRNet (Secret Internet Protocol Router Network) rooms of various military facilities in Alaska. The units must meet the requirements of the Buy American Act and/or a Trade Agreements Act. The technical requirements for these units are described in Paragraph 2 below. To be compliant with the Buy American Act and/or a Trade Agreements Act, the units must meet the requirements of the Acts as defined in Paragraph 3 below. 2. TECHNICAL REQUIREMENTS a. Outdoor air shall be provided by a separate HVAC system and the air-conditioning unit in the communications room shall not be required to handle un-treated outdoor air b. The units shall be utilized to provide year-round cooling for communications / SIPR rooms (areas of approximately 100 square feet) c. Air-conditioning units shall be wall mounted or ceiling mounted inside the space. No floor mounted units shall be allowed. Condenser units shall be mounted on the exterior of the facility. d. Units shall meet the Buy American Act/Free Trade Agreement Act or both The ductless split system A/C units shall be capable of providing the following: a. A total cooling capacity ranging from 3,000 BTU/hr to 12,000 BTU/hr b. A space temperature between 68 and 72 degrees F c. Condenser operated by power inverter d. A Seasonal Energy Efficiency Ratio (SEER) of at least 20.0 (where ASHRAE 90.1-2010 requires an SEER of at least 13.0). 3. BUY AMERICAN ACT/TRADE AGREEMENTS ACTS: The Buy American Act (BAA) provides a preference for domestic construction materials mined, produced or manufactured in the United States. For construction contracts exceeding $7,777,000, the Buy American Act restrictions are waived for designated country construction materials as defined in the Federal Acquisition Regulation Clause, "Buy American Act - Construction Materials Under Trade Agreements" (52.225-11). 4. SOURCES SOUGHT INFORMATION: Manufacturers and/or suppliers responding to this announcement are requested to provide the following information: a. Manufacturer's name, address, phone number and point of contact. b. Name of the country where the units are manufactured. c. Unit cost for the A/C units. d. Catalog cut of the A/C units demonstrating that they meet the technical requirements outlined in paragraph 2 above. e. Whether the units were available in 2011 and if not, when they became available. f. Manufacturers certification that the product is an end product, as defined by the Buy America Act, manufactured in the United States or a designated country under the Trade Agreements Act. 5.
