Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. A. Solicitation Number: W912CM-12-T-7003 is issued as a Request for Quotation (RFQ). B. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60. C. This RFQ is not set-aside for any NAICS code or small business size standard. The Small Business Competitiveness Demonstration Program does not apply to this requirement. D. Schedule of Items/Services Required: See ATTACHMENT 01. Use this Attachment for the submission of proposed prices. All prices shall be submitted in Euros or US Dollars. E. Description of requirements: Required is for non-personal services for Pashto Language Instruction Services. See PWS (Performance Work Statement) in ATTACHMENT 02. F. Delivery and Acceptance: POP is the 66thMI language center at US Army Garrison, Wiesbaden, Germany. G. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. An Addendum to 52.212-1 is included in ATTACHMENT 03 and is amended to extend the due date for offers to 6 September 2012 at 1000 hrs local Wiesbaden, Germany time. H. The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition. The specific evaluation criteria are included in paragraph (a) of that provision, which is shown in Attachment 04. I. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. (ATTACHMENT 05) J. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. An Addendum to 52.212-4 is included in ATTACHMENT 06. K. The clause at FAR 52.212-5 -Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. See ATTACHMENT 06 for the full text, as checked for the applicable clauses. The DFARs supplement to this clause 252.212-7001, same title (DEC 2010) (DEV), also applies to this acquisition. L. All additional contract requirement(s) or terms and conditions that have been determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are listed in the Addendum to FAR 52.212-4 in ATTACHMENT 06. M. Questions and Answers 1-5: Q1. Will these 8 courses be taught at the same time by 8 instructors or one or two instructors who will start a new course after finishing one in 21 days? A1. The courses are spaced out throughout the year and do not overlap. Q2. If the courses will be taught one at a time, how many Instructors are desired at a time? One, two or more? A2. Yes, the courses are taught one at a time with one instructor with a maximum student load of twelve (12) per course. Q3. While teaching the course, the Instructor will be at the teaching facility and lunch and maybe dinner times will need to be spent there. Will the Instructor be allowed to eat at the Chow Hall or they have to make their own arrangements? A3. The courses are from 0900 - 1630 daily with the exception of US Holidays and training holidays. Yes, arrangements can be made for instructors to use the dining facility and local food court at their own expense. Q4. Will the initial travel expenses be billed as a covered/Billable expense? A4. This is a firm fixed price contract and no additional expenses will be reimbursed by the Government. Q5. Will DBA Coverage be required for this contract? A5. Yes unless DOL waiver is applicable.
