Description
The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate a research contract for cyanide related studies on a noncompetitive basis. A sole source award is planned for issuance to University of California, San Diego for the project entitled "Cyanide Antidotes for Mass Casualties: Comparison of Intramuscular Injection by Autoinjector, Intraosseous Injection, and Inhalational Delivery" under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The estimated value of this action is for an initial 12 months of research with the option for an additional 12 months. This research is being carried out in accordance with the Memorandum of Agreement between the Office of the Director (OD), NIH and the Medical Research and Material Command (MRMC), as authorized under the Economy Act. The research will be performed under the Interagency Agreement (IAA) between the National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIAID) and the USAMRICD. The research contract will support the research program, "Cyanide Diagnostics and Efficacy testing of Next Generation Cyanide Antidotes". Solicitation/Award No. W81XWH-12-C-0217 has been assigned to the university's research proposal. Fiscal Year 2012 NIH funding will be obligated for this research requirement. It is neither cost effective nor realistic to expect another contractor to perform the requirements of the collaboration required for this proposed cynide research area. This is a notice of intent to issue a research contract is not a request for quotes or proposals. Interested parties must provide evidence of their capability to fulfill this requirement no later than Septeber 24, 2012 by 10:00 A.M. Eastern Daylight Time to Scot Plank, Contracting Officer, via e-mail to scot.b.plank@amedd.army.mil. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not hinder mission objectives of USAMRICD. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
