Description
The Air Education and Training Command Contracting Squadron (AETC CONS) is seeking information concerning the availability of capable contractors to provide non-personal services in support of the Royal Jordanian Air Force (RJAF) for Precision Measurement Equipment Laboratory (PMEL) and Non-Destructive Inspection (NDI) training and administering/monitoring Non-Destructive Test (NDT) training and certification programs for Levels I, II and III. All instruction shall be in the English language. This Request for Information (RFI) is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. For purposes of this RFI, the North American Industry Classification System (NAICS) Code is 611519, Other Technical and Trade Schools and the small business size standard is $7.0 Million. Training Requirements include. Precision Measurement Equipment Laboratory (PMEL) training shall include: safety, first aid, Direct Current (DC) principles, Alternating Current (AC) principles, semiconductors, power supplies, amplifiers, wave shaping circuits, digital concepts, basic wire maintenance practices, principles, procedures and inspection. Quality assurance inspection of wire repair and build-up for various wire types and cabling to include associated connectors, and basic soldering practices and communication theory. The use of technical data and test equipment to maintain and calibrate standard and advanced Test Measurement and Diagnostic Equipment (TMDE), automatic test equipment (ATE) and physical measurement equipment, principles of metrology, the application of electronic principles, the use of electronic schematics, TMDE circuit analysis, AC/DC measurement, measurement techniques, oscilloscope calibration, waveform analysis, theory, hands-on training, apply electronic principles, data principles, logic analysis, shop procedures, testing, and maintenance management procedures, precise time frequency measurement, signal generation measurement, operation application, mathematical analysis of measurement methods, time domain waveform analysis, frequency domain spectrum analysis, fixed frequency measurement, swept frequency measurements, circuit analysis, fault isolation, and computer operator training, calibration techniques of physical and optical measuring and physical dimensional measurement. Computer operator training required for calibration and measurements using ATE systems to include phase noise measurement calibration system, vibration measurement system, microwave measurement system, and resistance measurement system. Students shall be mission-trained on the calibration of passive analog multimeters, digital multimeters, oscilloscopes, pressure gauges, torque wrenches, and frequency counters. Other TMDE covered includes highly accurate digital multimeters, instrument calibrators, spectrum analyzers, and network analyzers. Non-Destructive Inspection (NDI) training shall include: principles and applications of NDI methods, specifications, and publications related to NDI. The basic metallurgy relating to types, causes, and characteristics of discontinuities in metals, identification of metals and preparation of materials for NDI. Theory of basic electricity, magnetism, liquid penetrant, optical, conductivity, ultrasonic, eddy current, bond testing, composite components, and radiographic and spectrometric oil analysis inspection equipment. Development of techniques, interpretation and evaluation of magnetic, penetrant, optical, conductivity, ultrasonic, eddy current, bond testing, composite component inspection, radiographic inspections, and spectrometric oil analysis. The course shall provide training in the knowledge and skills necessary to perform ultrasonic and impedance plane analysis inspections; fundamentals of ultrasonic inspections, performance training on calibration of ultrasonic equipment, use of standards, Distance Amplitude Correction (DAC) curve, thickness testing, skip distance, and bond testing. It shall also include fundamentals of impedance plane analysis inspection, performance training on bolt hole inspection, scanner operation, fastener scans, conductivity testing, metal sorting, non-conductivity coating thickness testing, thickness testing, impedance flaw inspection, and impedance plane analysis flaw inspection of aluminum, titanium, and steel. All safety requirements shall be included with the above items. Non-Destructive Test (NDT) training shall include: establishing, administering, and monitoring testing for RJAF personnel at contractor facility to meet ISO 9712, International Organization for Standards, Nondestructive Testing -- Qualification and Certification through training, qualification examinations, and certification to document successful demonstration of competency in Levels I, II, and III. Shall provide written testimony that an individual is qualified based on education, level of training, work experience, passing a vision test, comprehensive test of material and knowledge, capability to make critical decisions and provide objective evidence of the knowledge and skill level of the individual performing inspections via the following methods: Acoustic Emission Testing, Electromagnetic Testing, Leak Testing, Liquid Penetrant Testing, Magnetic Particle Testing, Neutron Radiographic Testing, Radiographic Testing, Thermal/Infrared Testing, Ultrasonic Testing, Vibration Analysis Testing, and Visual Testing. Contract shall establish, administer, and monitor a NDT program to meet the following certification levels: Level I - qualified to perform specific calibrations and tests; acceptance or rejection determinations allow little or no deviation from the procedure; closely supervised and under direction of a higher level; demonstrates ability in specific tests. Level II - able to set up and calibrate equipment, conduct the inspection according to procedures, interpret, evaluate and document results in all the testing method(s) utilized by their certification; provide on the job training for Level I; organize and document the results of the inspection; familiar with all applicable codes, standards, and other documents that control the NDT method being utilized. Level III - capable of establishing techniques and procedures; interpreting codes, standards, and specifications; and designating the particular nondestructive testing methods, techniques, and procedures to be used; knowledgeable of materials, fabrication, and product technology; able to train and test Level I and II. The respondent shall provide a capability/rough order of magnitude (ROM) statement addressing the following: Number of personnel available and individual/type of certification School/Training Facility certifications and licenses Maximum student load and course length Tuition cost and items included Capability to travel to Amman, Jordan Short synopsis of company experience Capability to accept students in calendar year 2013 Additional services that can be provided such as lodging, transportation, etc. If your firm is capable of providing the requirements described above, please provide a Capability Statement/ROM to Suzanne Davenport @ suzanne.davenport.1@us.af.mil by 19 September 2012 @ 1400 CST. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. The Capability Statement should include general information and technical background describing your firm's experience in contracts requiring similar training efforts to meet the program objectives. At a minimum the following information is requested: (1) Company Cage Code, DUNS, name, address, point of contact and their telephone number and e-mail address; (2) Approximate annual gross revenue; (3) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); (4) Indicate if your role in the performance of the consolidated requirement would be (a) Prime Contractor; (b) Subcontractor; or (c) Other, please describe; (5) If you indicated your role as "Prime Contractor" on Question 4, indicate the functions for which you plan to use subcontractors; (6) If you indicated your role as "Prime Contractor" on Question 4, please provide brief information you feel would indicate your capability to mobilize, manage, and finance a large service contract such as this; (7) If you indicated your roll will be a "Subcontractor" on Question 4, please indicate which functional areas you intend to cover; (8) Indicate if your company primarily does business in the commercial or Government sector; (9) Please describe any commercial-sector contracts you have performed for similar combined services [if applicable]; (10) Indicate which NAICS code(s) your company usually performs under for Government contracts; (11) Provide estimated small business subcontracting goals and rationale. The Government reserves the right to decide whether or not a small business set-aside (SBSA) is appropriate based on responses to this notice.
