Description
Amended to provide answers to submitted questions: 1. Contract says 25% surface preparation required but condition of each Tower(s) reveals it is much higher (visual from fair distance at that)?. Please submit your bid based on your inspection of the work conditions. The bidders should bid according to specs and drawings. 2. Require proper dimension of existing Rail of Sat-T-Climb prevention system (6.4 Antenna Safety - Excerpts of Safety plan) to procure safety tools, etc? The Saf-T Climb system rail is about 1.25 inches in diameter. Specifics on the system are available from http://www.saf-t-climb.com 3. Since painting work (manning on tower) will be done under de energized mode, is the RF Alert Devices really required (affects costing//time for procurement, etc)?Yes, the towers will be deenergized during painting and there will be no need for RF alerting devices. 4. Ref: C.1 - Description of Work states, Surfaces not requiring paint for marking purposes shall be painted white. That said, the actual physical location of such surfaces will be required? All of the tower structure which is to be painted is already aviation orange or white. 5. Ref: C.1.b - similarly, the physical locations of the excluded surfaces like Base insulators, Associated sample feed lines etc, should be well identified? Base insulators, tower sampling loops and sampling lines and obstruction lighting beacons will be pointed out to the successful bidder. 6. Working hours are not at all clear and a major concern, and shall reflect to affect the time frame of project itself (we even gave brief idea of the actual hours that shall be remaining and as inferred from the Solicitation)? The towers will be available for painting between 715AM and 3:45PM each work day. 7. To be specific of our concern of the completion period, Ref H.5: Broadcasting hours is not at all clear (Early evening, Overnight, late Morning, etc), and in turn leaves Contractor just few hours. Then there's also coordination time to be added to account for safety steps and also attain guaranteed de-energized mode? The towers will be available for painting between 715AM and 3:45PM each work day. IBB will coordinate with the project supervisor for safety lockout keys for the tower work. 8. Does the projected duration of 240 days count from the date of award or is it from the day of commencing on-site work (reference is made mainly for the time which shall be required for Bank procedures, Security clearances, all in all which should take at least take 30days or more? The 240 day period will be country from the day of beginning work on site. 9. Ref: C.2.a, C.2.b, Is there flexibility of choosing the Surface preparation based on our Paint Manufactures requirement (SSPC-SP1, SP2,S P3,S P11) ? The specification for the paint is detailed in Section J.2. If there is conflict between the paint Manufacturer's surface preparation instructions and the solicitation requirement, the manufacturer's instructions will be the governing procedures. 10. Shall require detailed information on the procedures for Final Acceptance? Do not understand this concern. 11. Ref: Attachment J.7, Station Safety Plan, SMI-301, this was not available for review during the site-visit? Excerpts from the station's safety plan is available at the FedBizOps website. 12. It may be noted that we intend to undertake this envisaged project with our company handling Management aspects, while the Subcon shall handle the Painting work. Noted. 13. Paints to be used? Oil paint or water paint? Paint specifications are detailed in section J.2 of the solicitation. 14. May we set up a Mobile Prefab/workshop to be on site for the duration of the project? Yes, a work shop area will be provided. 15. Length of shut down (i.e. de energizing)? The towers will be available from 7:15AM to 3:45PM each work day. 16. Duration of the project? 240 days 17. Expected start dates? The expected work start date will be dependent on how quickly the successful bidder complies with the required submittals. 18. Pocedures should corrosion nuts/bolts be found while painting? If there are issues with corrosion of nuts and bolts, the contractor must notify IBB for inspection and resolution of the issue. 19. Scraping with wire brush and/or compressor? See section C.2.A of the solicitation. 20. Are double angled tower to be disassembled and repainted? No, they will not be disassembled for painting. The towers are necessary for the broadcast mission of the IBB. 21. Is there any pre-down payment from the whole total amount offer? If Yes, how many percent allow before the work start? There is no advance payment allowed prior the start of work. Section K.2 discusses progress payments. 22. About the Labor Insurance...Do you have an Insurance company recommendation? The station has no recommendation on insurance companies. 23. In case the contractor may finish the work less than 240days as mentioned to the SOW. Is there any deduction cost from the total amount offer? No, this is a fixed price contract. Date change for proposals: 2:00PM EST, September 11, 2012
