Description
This is not a Solicitation. The purpose of this Notice is to obtain modernization with four ship simulators data acquisition and control systems (DA&C) responsible for providing interface between ship driving trainees and the existing core ship simulators systems at the United States Coast Guard Academy (USCGA). The Contractor shall remove the existing DA&C components for Visual Simulator Bridges 3,4,5, and 6, procure, ship, and install new DA&C components, program all facility computers associated or responsible for the systems, and provide basic operational and troubleshooting familiarization to the on-site staff. The Visual Simulators are used on a daily basis for the training of Cadets, Officer Candidates, Prospective Commanding, Executive, and Operations Officers, International Maritime Officer Training, and visiting Commands (ie. Afloat Units in need of training). The USCGA and the Leadership Development Center (LDC) are the primary administrators of training to these customers and rely heavily on the VSIMs as a cornerstone for much of their training curriculum including, bridge resource management, rules of the road interpretation, collision avoidance, search and rescue at sea, ship handling, Navigation and seamanship. A lapse in operational capability of the VSIMs could feasibly restrict the LDC and USCGA from providing the required curriculums necessary to continue their training programs. The currently installed DA&C systems were installed in 1996 utilizing Microsoft DOS 6.22 and 16-bit ISA bus analog and digital input and output circuit cards. All current hardware is obsolete and replacement components are unavailable. The failure of one (1) component will result in the total loss of use of the simulator. All components currently in use have greatly exceeded the expected Mean Time Between Failure (MTBF) as established in MIL-HDBK-217F. The Coast Guard does not own the data rights and does not anticipate purchasing the data rights for this legacy proprietary software system. It would be difficult to foster competition as the data is proprietary and the Coast Guard does not have adequate technical information to provide potential vendors at this time. The U.S. Coast Guard Academy anticipates the acquisition and establishment of a replacement maritime simulator system within five years. Requirements for this system will be distributed under full and open competition. This acquisition will free the Coast Guard of further restrictions to continue to operate only with the exclusive support of the current software owner. In an effort to continue to increase visibility and stimulate competition for this acquisition representatives from the U.S. Coast Guard Academy Ship's Control and Navigation Training System regularly attend simulation trade conferences, conduct site visits of comparable systems and conduct internet research.
