- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA246-12-Q-3590 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) code for this procurement is 333994 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2012-09-04 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be salem, VA 24153 The VHA NCO 06 - 590 - Hampton, VA requires the following items, Meet or Exceed, to the following: LI 001, ITEM# IS144 Gas Heated Finisher Reference Drawing IS144LH-GH or IS144RH-GH 208, 230, 460, 480 volt / 3 phrase / 60 Hertz To Include: S-Turn steam injection configuration (patent pending) Pre-Processing Chamber W/Exhaust Analog Variable speed conveyor control Control Panel is UL Listed and Labeled Modulating Gas Train Stainless steel interior/exterior walls and ceiling Frame is constructed with tubular steel welded together on an 11 gauge formed plate floor. The frame assembly is powder coated for durability Modular Expansion Capabilities, 1, EA; LI 002, Wrap Around Transporter Conveyor As depicted in drawing IS144LH-GH or IS144RH-GH To Include: Transporter stainless steel conveyor chain (3.125" pendant spacing) Stainless steel conveyor tubing inside finisher Zinc-plated conveyor tubing outside finisher All curves stainless steel 230/460 VAC 3/4hp conveyor drive motor Fixed garment plow-off Conveyor inside tunnel finisher preassembled Conveyor outside finisher requires field installation Customer is responsible for all support steel unless otherwise noted Customer is responsible for all aspects of overhead support and installation, 1, EA; LI 003, PLC Control Center with Touch- Screen Operator Interface With touch screen operator interface, 1, EA; LI 004, Infrared Garment Fabric Temperature Control System Available only on PLC equipped gas heated finishers; this system will monitor the actual fabric temperature or the garments within the tunnel during operation. This will aid in protecting the garments from overheating and notify you when the garments are not reaching a desired temperature., 1, EA; LI 005, Exhaust Canopy (Stainless Steel) An exhaust fan & canopy that can be placed at the exit end of the tunnel. This will help vent any heat that may come out of the steam tunnel. Customer will be required to supply all ducting and flange., 1, EA; LI 006, Counting Station (Each) A device that is attached to the conveyor in front of each operator. The device counts every hanger and displays the total count for that operator., 1, EA; LI 007, Hanger Loading Stand A device that will hold a hanger in place while the operator places the shirt or pant around or through the hanger. Helps increase production., 1, EA; LI 008, Additional Owner's Manual One Owner's Manual is supplied with the tunnel finisher, 1, EA; LI 009, SPARE PARTS KIT, 1, EA; LI 010, Installation Supervision & Startup To Include: One technician to arrive on Thursday evening or first thing Friday morning ready for work - departure on Monday after star-up and training of all essential personnel Airfare based on a 14 day advanced ticket Car rental, Hotel, Meals The technician will be provided for hands on installation supervision and start-up training of all related personnel. Customer is responsible for all rigging. Customer will supply all necessary personnel, tools, etc. to complete the job in the time allotted and in a safe manner. Customer is responsible for all utility connections (i.e. Steam Inlet, Steam Return, Gas Inlet including Regulator, Electrical Supply, Compressed Air if Optional Infrared System is Purchased, ducting and duct support) to meet all local, state and federal codes., 1, EA; LI 011, Startup Service Only To Include: One technician arriving Sunday to inspect the installation, start up the finisher and make any necessary adjustment - departure on Monday after start-up and training of all essential personnel Airfare, Hotel, Meals Customer is responsible for all rigging. Customer is responsible for all utility connections (i.e. Steam Inlet, Steam Return, Gas Inlet including Regulator, Electrical Supply, Compressed Air if Optional Infrared System is Purchased, ducting and duct support) to meet all local, state and federal codes., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 06 - 590 - Hampton, VA intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 06 - 590 - Hampton, VA is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
