Description
Notice of Intent PMF Leadership Training This NOTICE OF INTENT TO AWARD A NON COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12, Commercial Items and FAR Part 15, Contracting by Negotiation. The authority for this award is FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The Presidential Management Fellows (PMF) Program, was established by President Jimmy Carter by Executive Order 12008 in 1977 for the purpose of attracting to Federal service men and women of exceptional management potential who had received special training in planning and managing public programs and policies. Outstanding individuals pursuing advanced degrees are eligible to apply for participation in the two-year program. Through the years there have been additional Executive Orders that made changes to reflect the high standards, rigor, and prestige of this program. The program is highly selective and competitive. In 2012, approximately 600 were selected as finalists out of an applicant pool of more than 9,000. After being deemed a finalist, a prospective PMF must find a job in a participating Federal government department or agency. If they successfully complete the requirements of the program, PMFs may be noncompetitively converted to career civil service status at the end of the two-year period. Because this is a program of the President of the United States and bears the President's seal, it is important that all aspects of the program reflect the stature of the Presidency. A critical part of the program is the Fellows, as future leaders in Federal government, understand leadership and related leadership competencies and build upon this knowledge to develop their own leadership philosophy. In support of this mission, OPM intends to issue a contract to the Mount Vernon Ladies' Association of the Union, d/b/a/ George Washington's Mount Vernon Estate, Museum & Gardens, Mount Vernon Estate, Mount Vernon, VA 22121-0110, to provide leadership training for a period of three (3) years (base year and two (2) one-year option periods). These services shall include, but are not be limited to: • The contractor shall provide one day (8 hours) of training offered four times throughout the fiscal year. • Training shall revolve around experiential learning at Mount Vernon and include a well-rounded curriculum that includes multiple delivery methods to include moderated discussions. • The contractor shall provide historical reenactment characters representing George and Martha Washington. • Training must tie together aspects of George Washington's life, career and leadership philosophy to what today's emerging future leaders need. • Training will address at least the following competencies: Integrity/Honesty, Public Service Motivation, Strategic Thinking, Vision, Conflict Management, Problem Solving, Decisiveness, Partnering, and Political Savvy. The Mount Vernon Ladies' Association of the Union (MVLA) is the only known authorized vendor to provide leadership training for the Fellows that addresses George Washington's life, career, and leadership philosophy as a framework to relate leadership competencies to emerging Federal government leaders. In addition, MVLA does not allow other training vendors to use their resources to provide leadership training of this scope and nature. This ensures that training conducted at their site and associated with their site is historically accurate and of the same high caliber as their facility and resources. The North American Industry Classification System (NAICS) Code for this requirement is 611430 and the small business size standard is $7.0M. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All interested parties must express their interest and capabilities in writing via e-mail to John R. Dismond at John.Dismond@opm.gov within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. All OPM contractors are required to register in the System for Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to The Mount Vernon Ladies' Association of the Union.
