- Description
- This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. The U.S. Army Corps of Engineers, Kansas City District, required an upgrade to the SCAPS truck data acquisition system, including soil classification and pore pressure, to digital. This will be a supply purchase with incidental Service to assist with installation on new parts.The upgrade must include: One Digital 15 cm2 1.75 inch diameter 20 Ton cone penetrometer acquisition system with software, Two 1.75 20 ton Cone Assemblies which include tip and sleeve resistance, inclination,and pore pressure capability 150 foot cable Transducer to work to depth of 80 feet Modular Video Kit compatible with digital acquisition system Four 1.75 Piezo tips Forty 1.75 Piezo filters Two 1.75 friction sleeves One retainer ring One 15 cm cone O-ring kit Installation Assistance and Training The U.S. Army Corps of Engineers, Kansas City District, Geology Section operates a 20 ton cone penetrometer truck, the SCAPS (Site Characterization and Penetrometer System) which is used on both geotechnical and HTRW work sites. The truck was developed at USACE Waterways Experiment Station (WES) in the 1990's and relied heavily on commercially available equipment from Hogentogler Inc., as well as equipment developed and manufactured at WES. WES no longer provides equipment support and Hogentogler has since been acquired by Vertek, a division of Applied Research Associates. The SCAPS is currently configured with equipment from WES, Vertek, and Hogentogler.
