Description
Tucson Sector Border Patrol Garage has a requirement to convert a 12,000 gallon diesel tank to unleaded fuel. In addition, existing fuel dispensers (14) within the sector will be replaced with up to date fleet fuel dispenser units that are compatible with existing fuel management systems/software (AssetWorks FleetFocus) in order to improve the efficiency of the Tucson Sector Vehicle Fleet and improve inventory accounting of bulk fuel. A site walk-through with the Contracting Officer Representative (COR) conducted on 8-31-2012 at 10 AM (Arizona). Technical questions, in writing to kirk.hunt@dhs.gov, due no later than 7 PM (Arizona) on 8-31-2012 Quotations will be due on 9-7-2012 at 3 PM (Arizona). This procurement is for Fuel Tank Conversion and Fuel Dispensers in accordance with the attached request for quotation (RFQ) and the statement of work (SOW). Suppliers quotations will be provided in two separate documents sent to Kirk Hunt at kirk.hunt@dhs.gov. Quotation documents must be compatible with Microsoft Word or Excel or viewable in Adobe Acrobat. Documents must not exceed 5 megabytes in total file size. The two parts, as separate documents, are: 1) Price and delivery, and 2) Product (Dispensers) descriptions. (NO PRICING.) The Government intends to evaluate quotations and award without discussions with offerors (except clarifications as described in FAR). Therefore, the offeror's initial proposal should contain the offeror's best price and delivery, plus give complete and concise descriptions of the product (Dispensers). The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary. Will there be any way to allow for dispensers other than Wayne to be quoted (i.e. Gasboy) which is what you currently have? The specs appear to have been taken directly from a Wayne cut-sheet. A1) The specifications in the SOW are intended to be unrestrictive minimums. Any dispenser solution that meets these minimums, and is compatible with the stated control system, will be acceptable for this procurement. Q2) The hanging will have to be replaced for the dispensers on the "new" unleaded tank (vapor recovery), but are you considering new hardware for all the other dispensers, or will you be reusing the existing? A2) Per paragraph 4.3.15 of the SOW dated 9-2-2012, "All installations will include hanging hardware that is typically required for operation of a fuel dispenser. This includes fuel hoses, automatic nozzles, breakaways, and swivels." Q3) Do I send my bid to you via e-mail? Q4) Can it be on my company bid form? A4) Quotations should be submitted in accordance with HSBP1012Q0149, A01. Q5) Can I line item certain items such as the tank level monitor and options? A5) Quotations should be submitted in accordance with HSBP1012Q0149, A01. Your intended quotation should be clear and concise. Q6) My proposal will come with optional recommendations if that is OK? A6) Multiple offers will be evaluated in accordance with paragraph (e) of FAR 52.212-1 (incorporated on page 18 of HSBP1012Q0149, A01).
