SOW Comment Matrix for HVAC RCx Sources Sought Notice Project Experience Forms for HVAC RCx Sources Sought Notice Capability Brief Informational Sheets for HVAC RCx Sources Sought Notice Statement of Work for HVAC RCx Sources Sought Notice THIS NOTICE IS FOR MARKET RESEARCH ONLY. A SOLICITATION IS NOT AVAILABLE AND NO AWARD WILL BE MADE FROM RESPONSES TO THIS NOTICE. PART I - SOURCES SOUGHT 1.1 The U.S. Air Force, Enterprise Sourcing Group (ESG) invites responses in the form of capability briefs from interested firms, demonstrating firm capability to perform Indefinite Delivery, Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) for the retro-commissioning of select facilities at installations world-wide. Both large businesses (other than small) and qualified small business concerns [e.g., Small, Small Disadvantaged, Historically Underutilized Business Zone (HUBZone), Section 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB)] are invited to respond. Capability briefs will be reviewed solely for consideration in the Government's acquisition strategy. Any information submitted by firms in response to this notice is voluntary. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. The Government's assessment of the capability briefs received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses or any particular small business designation. Respondents will not individually be notified of the results of any government assessments. 1.2 North American Industry Classification System (NAICS) code 238220, Plumbing Heating, and Air-Condition Contractors, size standard of $14M in annual revenues, may apply. In accordance with Federal Acquisition Regulation (FAR) 36.204 and Defense Federal Acquisition Regulation Supplement (DFARS) 236.204, Disclosure of the Magnitude of Construction Projects, the estimated magnitude of construction for this MATOC is between $25M and $100M. Interested parties are invited to recommend a NAICS code different than 238220 for the requirements described within the attached draft statement of work. 1.3 Capability Briefs should be comprised of four parts: Capability Brief Informational Sheets (see attached), a Capability Statement (no more than 10 pages), three or more completed Project Experience Forms (see attached), and a Bonding Letter. Capability Statements must demonstrate the firm's capability, capacity, qualifications, bonding (to be attached to the brief in the form of a letter from the surety of construction bonding level per contract and aggregate construction bonding level, both expressed in dollars), and financial stability necessary to perform in accordance with the attached draft statement of work and in amounts stated by the respondent within the Capability Brief Informational Sheets. Firms should submit completed Project Experience Forms (see attachment) on a minimum of three previous projects of comparable complexity and magnitude; further experience-related information may be provided within the statement if desired. Capability Briefs will be reviewed solely for consideration in the Government's acquisition strategy. Small business concerns should note that FAR 52.219-14(4), Limitations on Subcontracting, stipulates that the offeror/contractor under a small business set-aside shall perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. 1.4 Interested firms should submit their Capability Brief electronically to Carrie Cable, Contract Specialist, no later than 1600 EST on Thursday, 4 Oct 2012. Since e-mails greater than 10MB may be rejected by the e-mail server without notice to the sender or receiver, firms are requested to separate large attachments into multiple e-mails of size 10MB or less. PART II - COMMENTS ON DRAFT STATEMENT OF WORK 2.1 The Enterprise Sourcing Group (ESG) also invites interested firms to comment on the attached draft Statement of Work (SOW). While firms are free to comment on any and all parts of the SOW, to include formatting and style, comments are specifically requested regarding the chosen approach, methods, tasks, and deliverables, as well as the extent to which the SOW incorporates industry-standard terms and commercial best practices. Wherever possible, firms are requested to provide specific recommendations (e.g., alternative verbiage, additional tasks or deliverables, revised methods) to achieve efficiency in Contractor performance and/or effectiveness in meeting the Government's program objectives. Any comments or information submitted by firms in response to this notice is voluntary. This notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. 2.2 When responding, the ESG requests that firms type comments into the attached Comment Matrix form and submit the completed matrix electronically to Carrie Cable, Contract Specialist, no later than 1600 EST on Thursday, 4 Oct 2012.
