Description
SYNOPSIS/SOLICITATION The Department of Energy (DOE), Acquisition Career Management Program (MA-661), has a requirement to contract for several Financial Assistance Training courses to meet the needs of its Acquisition Workforce. The Government intends to award a order by early September 2012. The period of performance for this award will consist of a twelve (12) month base year. This award will not exceed the Simplified Acquisition Threshold. Performance shall commence within 15 days of award. The chosen vendor will provide the following four (4) courses to the Department of Energy Acquisition workforce community located in the Morgantown, WV, Pittsburgh, PA, Idaho Falls, ID, and Cincinnati, OH field offices: Assistance Agreements: Practical Negotiation Techniques 3 Day Course (1 Session) (up to 15 students) (2 Sessions) (up to 25 students) Assistance Agreements: Cost Principles and Audit 2-3 Day Course (2 Sessions) (up to 15 students) Assistance Agreements: Appropriations Law 3 Day Course (2 Sessions) (up 25 students) (1 Session) (up to 15 students) Grant Administration 3 Day Course (1 Session) (up to 15 students) The government seeks the best availability and instruction at the best value to provide financial assistance training courses which are necessary for achievement of Acquisition Career Management Program certification in financial assistance. These courses are required to meet certification needs of members of the U.S. Department of Energy Acquisition Workforce required to attain Financial Assistance Certification Level I, II and Level III, respectively. The North American Industry Classification System (NAICS) code for this requirement is 611430 - Professional and Management Development Training. The Department of Energy will evaluate a DAU- and FAI-certified training provider that offers these courses in the future, and consider their quote for award. This award shall not exceed the Simplified Acquisition Threshold and as such, this award procedure is meant to be streamlined. This is a combined SYNOPSIS/SOLICITATION; interested parties may submit a capability statement and quotation, which shall be considered by the agency by Tuesday, September 11, 2012 at Noon, 12:00pm (Eastern) via e-mail to Danielle.Hicks@hq.doe.gov. The written response must include a general statement for services mentioned in this announcement, a quote, course descriptions, and any past performance information for relevant work. A determination by the Government to compete this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
