Class Deviation 2012-O0015: A new clause was added at 52.204-99, System for Award Management Registration (Deviation) (Aug 2012) for use in all solicitations and resultant contracts except those where the governmentwide purchase card (GPC) is used as a method of payment. This clause is to be used in lieu of the clauses at FAR 52.204-7, Central Contractor Registration, and DFARS 252.204-7004, Alternate A, Central Contractor Registration. This clause allows contracting officers to make award without first checking to ensure that the vendor is registered in SAM. Vendors must now be registered in SAM prior to invoicing; however, during the deviation period, vendors should be encouraged to continue to register or update their records in SAM. Also, contracting officers using the GPC as the method of payment must still check SAM prior to award to ensure that the prospective contractor does not have delinquent Federal debt in accordance with FAR 32.1108.
