- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation #W911S1-12-R-0048 is hereby issued as a Request for Proposal (RFP) for (9) Yard Tractors consisting of (5) 4x2 yard tractors to be delivered to the Fort Dix, NJ, Fort Meade, MD, Fort Eustis, VA, and Fort Pickett, VA locations. (4) 6x4 yard tractors to be delivered to the Fort Drum, NY, Aver (Fort Devens), MA, Fort Indiantown Gap, PA, and Conneaut Lake, PA locations. This procurement is being issued as 100% small business. Only businesses under NAICS code 333924 are being solicited for this COMPETITIVELY awarded contract. The small business size standard for NAICS code 333924 is 750, number of employees or less. The anticipated award will be a Firm Fixed Priced (FFP) type contract. Contractors must submit prices on the full quantity identified. Award shall be made to a single contractor whose proposal meets or exceeds the acceptability standards for technical and is the lowest evaluated price. The Contracting Officer reserves the right to make no award under this procedure. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide contracted supplies/services as set forth by the Solicitation. No Government Furnished Property (GFP) will be issued or utilized. A written notice of award or acceptance of a proposal mailed or otherwise furnished to the successful contractor within the time for acceptance specified in the proposal, shall result in a binding contract without further action by either party. Before the contractors specified expiration time, the Government may accept the proposal whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Basis for Award shall be based on Lowest Price Technically Acceptable (LPTA). See FAR 52.212-2 Evaluation - Commercial Items (Jan 1999) set forth in RFP W911S1-12-R-0048. ALL LATE PROPOSALS WILL BE REJECTED. The final proposed price(s), both total and individual, MUST include all applicable taxes, fees, gratuities, commissions, service charges, etc & NO EXCEPTIONS. THE FEDERAL GOVERNMENT IS TAX EXEMPT. PROVISIONS/CLAUSES: please see attached solicitation for all provisions and clauses that will/may apply to this solicitation and/or purchase order contract. All services to be provided by the contractor will be in accordance with the attached Solicitation. REQUIRED RESPONSE DATE: Proposals MUST be received by 1000EST Monday, Sep 17, 2012.
