- ArcSight 650th Military Intelligence is NATO's counterintelligence branch directly reporting to the SACEUR and primarily funded by Army G2 by the Foreign Counterintelligence Program (FCIP). We conduct investigations, operations and collection to detect, identify, assess, and explit or neutralize the terrorism, espionage, sabotage, and subversion threats against the Alliance in peace, crisis and war. By Army Regulation 25-2 we require audit redaction software to protect our information systems from exploitation. 650th Military Intelligence requires the ArcSight audit redaction software to protect our information systems from exploitation. Army Regulation 25-2 (dated 23 March 2009) requires the capability to analyze and process audit logs, furthermore DODI 8500.2 mandates that this capability be automated. This purchase will fulfill two separate and distinct requirements: one for the US Secret SIPRNet network and one for the NATO Secret XXXX network. We require four ArcSight systems in order to have a presence at our primary and alternate site for our two main networks (XXXX and XXXX). In accordance with the Computer Network Defense Service Provider agreement entered into with INSCOM in July of 2010, ArcSight is required in order to integrate into the overall Army audit logging architecture. For this reason, ArcSight is the only software which will fulfill this need. We intend to purchase the required support by awarding a competitive firm fixed price delivery order through the Computer Hardware, Enterprise Software and Solution (CHESS) program which is the Army's designated primary source for commercial IT. I n accordance with the CHESS ordering guidelines, the Fair opportunity will be given to all ITES-2H and ADMC-2 multiple award contract holders. A brand name justification has been approved and is being posted with this announcement. The period of performance of this requirement will be 45 days ARO. Market Research has revealed that more than one ITES-2H and ADMC-2 multiple award contract holders can provide the required goods and support. When this is true the procurement must be made from CHESS IAW AFARS 5139.101.
