- The U.S. Coast Guard is in the process of purchasing 25 15' SCV Bullet Proof FJ's with no-sails. Specifications are below for all interested companies to submit a quote before the Response Date. 1. 25 Flying Junior / Club Junior type sail boats, complete with all the fittings, rigging, mast, boom, rudder, tiller and centerboard as specified below delivered to the US Coast Guard Academy, Jacobs Rock - New London, CT. 2. The hull shape shall conform with specifications consistent with the Collegiate Flying Junior with the exception of gunwales and transom. The boats need not conform to the minimum weight of the CFJ class, but must be identical to each other in form and operation. The weight variation between any two hulls shall not exceed 5lbs. 3. Aluminum may only be used for the rudder head, tiller, cleats, blocks, tiller extension, backing plates, transom stiffener, centerboard pivot plates, mast, boom, spreaders and end castings for the mast and boom. 4. All holes made to fasten fittings will be filled with Sikaflex on deck and hull. 5. All stainless steel fittings and/or stainless steel fasteners in contact with exposed aluminum will be completely covered with zinc chromate paste (not required for F-points set into backing plates). 6. Positive floatation in the form of expanded polystyrene (EPS) foam will be secured in the air tanks to float the boat with all tanks flooded. This foam shall be placed so as to limit its absorbency. 7. A high quality AOC polyester laminating resin with styrene content below 32%. Fiberglass mat and non-woven unidirectional and biaxial fabrics shall be used throughout hull and deck laminates. The hull and deck shall be bonded together using Plexus. 8. The boats shall be covered with a high quality iso-polyester gel coat: decks in "Vela Grey" and hulls in bright white. 9. The forward bulkhead shall have a threaded 5" PVC inspection port from Viking. The top rivet shall be left open to be used as a "breather hole". 10. All fittings shall be either installed with backing plate or shall be thru bolted with lock nuts. 11. The air tanks shall each have one threaded watertight Beckson plug with gasket. The plugs shall be tied together thru an intervening stainless eyestrap. 12. There will be a 2" drain hole in the stern with a ball insert for easy draining at the dock. 13. The underside of the deck shall have 6 lateral reinforcement ribs on each side and one full-length continuous longitudinal rib. Foredeck shall be supported by a foam-core and double skin fiberglass lay up. 14. The interior flooring of the boat shall be made of one piece integral with the deck. The flooring shall be of a non-skid nature created by the mold itself; rather than applied painted or rolled on after the hull/deck is bonded. There shall be three rectangular stringers that shall be integral to the floor/deck mold running longitudinally on the interior floor running from the forward bulkhead to the transom. These stringers shall be tapered at each end to allow water to pass around them. 15. The crew hiking straps shall be held up with a shock cord system that includes an eye strap on the forward bulkhead. The skipper's hiking straps shall have adjustment via two horn cleats. 16. There will be a four hole eye strap with backing plate and thru bolted at the aft end of the centerboard cap. The void at the aft end of the CB cap shall be filled with Plexus. 17. The CB thwart shall have no sides connecting the thwart and cockpit floor to allow water to pass freely. The thwart shall be made using a foam core construction. 18. The centerboard gaskets shall be recessed into the hull and rubbing strakes shall be affixed using countersunk self-tapping screws into molded plastic pieces protruding out from the hull to serve as protection to the gelcoat surface. 19. Shroud chain plates shall be hoop style and thru bolted with heavy duty back up rods. 20. The rudder head shall be one piece made out of extruded aluminum and shall protrude over the top of the transom of the hull. Gudgeons shall have bushing inserts. The rudder shall be mounted vertically without sweep. The tiller shall be mounted over the transom and shall be straight with no curves. There shall not be a hole in the transom for any purpose other than to permit draining or the mounting of hardware (specifically not for the passing of the tiller). 21. The gunwales shall be filled with Plexus and plastic tubing. The manufacturer will attach a two-piece bumper system with platinum grey Barbour Plastics F2055 with F713 insert using plexus and sheet metal screws every 5 inches. 22. Boats shall have gel coat bow and stern #'s 23. Tack pins and "ear" fitting shall be removed from all booms. Boom to mast attachment shall use ¼-20 bolt with nut at gooseneck. 24. Heavy Duty, Institutional hounds bracket shall be used for increased durability and lifespan. 25. All running rigging and control lines shall be Marlow, spec-ed for use, including Marlow black shock cord. Lines for Jib sheet, Main sheet, and Painter shall be supplied in spool form.
