Description
THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT(SS) ONLY. This request is for planning purposes, and is not to be considered an invitation for bid, request for quotation, or as an obligation on the part of the Government to acquire any products or services. No reimbursement will be made for any costs associated with providing information in response to this RFI/SS or any follow up information request. The United States Army, Project Manager, Mission Command (PM MC), Aberdeen Proving Ground (APG), Maryland, is conducting a market survey to identify potential sources for the procurement of field service support type services at various CONUS and OCONUS locations. Background and Description: The purpose of this acquisition is to provide field support services for Mission Command (MC) Family of Systems (FoS) as listed below: Advanced Field Artillery Tactical Data Systems Forward Observer System Pocket-Sized Forward Entry Device Centaur Gun Display Unit-Replacement Command Post of the Future Command Web SharePoint Battle Command Common Services Global Command and Control System-Army Defense Readiness Reporting System-Army Common Software Data Dissemination Service Battle Command and Sustainment Support System MC FoS supports theater and tactical organizations with joint and multi-national missions, support of garrison as well as exercise and contingency mission operations. Services include technical field services, sustainment support, initial fieldings, New Equipment Training (NET), and customer service (help desk) for MC FoS and their associated software applications as well as other related systems. The effort is anticipated to be a three (3) year, single source, Indefinite Delivery-Indefinite Quantity (ID-IQ) type contract based on competition. The Government expects task orders to be issued against this contract on a Cost Plus Fixed Fee, Cost, Reimbursable and Firm Fixed Price basis. The assigned North American Industry Classfication (NAICS) code for this potential requirement is 541512, industry title "Computer Systems Design Services", with the corresponding small business size standard of $25.5 Million. Both large and small business are encourage to respond. Interested businesses responding to this RFI/SS shall limit their responses to fifteen (15) pages and provide the following information: 1.) Company name; address; CAGE Code and DUNS; POC name, phone, and email; 2.) For Small Businesses, identify the applicable socio-economic category (SB/SDB/HUBZone/WOSB/VOSB/SDVOSB/HBCU/MI...etc); 3.) Identify your company's small business size standard based on the assigned NAICS. For more information refer to http://www.sba.gov/content/table-small-business-size-standards; 4.) Does your company have SECRET/TOP SECRET cleared personnel, facility, or access to facilities should it be required? 5.) Does your company have any experience operating in hostile, contingency, or combat environments in support of military operations worldwide? 6.) Within the last five (5) years, does your company have relevant experience in performing 1. Field support services in the areas of operational and technical support for fielding activities, training, and customer service in CONUS and OCONUS locations? 2. Similar level of effort? Reply should include contract number; indication of whether your firm acted as a prime contractor or subcontractor; contract value; Government/Agency point of contact and current telephone number' and a brief description of how the contract relates to the required field support services described herein. 7.) Is your company currently providing similar services to another government agency (you may also include contract numbers for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 8.) If you identify your company as a SB, will your company be interested in a prime contract for the Field Service Support requirements? 9.) If your company is awarded the contract, will you be able to perform at least 50% (percent) of the work required in house? 10.) Does your company possess the capability to independently provide the entire range of hardware or services called for in the description of the requirements? ______ YES _______ NO 11.) If you answered YES to Question # 10, what hardware and/or services called for in the attached description of the requirements can your company provide? Please provide specific examples. 12.) If you answered NO to Question # 10, what hardware and/or services called for in the attached 'Description of the Requirements' can your company provide? Please provide specific examples. 13.) Offerors are encouraged to identify teams, indicating each team member's size status based upon the North American Industrial Classification System (NAICS) code of the work that the team member may be doing. If you are planning on teaming with other companies, please list the process used in selecting the members. 14.) If you are a small business, can you go without a payment for 90 days? 15.) Does your company have a DCAA approved accounting system? 16.) Please provide positive or negative feedback regarding the attached Description of Requirements document such as recommended changes, noted exceptions, ambiguities, etc. The anticipated solicitation issuance date is Fiscal Year 2013 with an award in Fiscal Year 2014. The deadline for a response to this notice is fifteen (15) days from the date of publication. All submissions must be received no later than 20 September 2012 5pm EST.
