- This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. PLEASE NOTE THAT THIS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. PROJECT REQUIREMENTS: The National Institutes of Health (NIH), Office of Extramural Research (OER), Office of Extramural Programs (OEP) provides leadership and expertise in NIH extramural research program management, including program and policy development, interpretation, coordination, oversight, evaluation, training and outreach for its areas, for the extramural research community and NIH extramural staff, to promote the highest quality and sustained capability of basic biomedical research and training programs. OEP is seeking capability statements from small businesses having the ability to provide services partner with OEP leadership and staff to enhance the efficacy and efficiency of OEP's strategic approach to its business areas. The contractor shall - in conjunction with OEP staff - identify areas for improvement and propose creative analytic, evaluative, and technological solutions to enhance how OEP does business. There are five (5) specific task areas requiring support are: (1) Program and Policy Support; (2) Analytics and Evaluation Support; (3) Technology Solutions Development, Maintenance and Support; (4) Communications and Outreach; and (5) Request for Information (RFI) Period Support. The contractor shall: (1) work with OEP leadership and staff to enhance and implement OEP's strategic and operational plans to meet its mission; (2) develop robust, usable, well-planned systems of analytics and evaluation that provide the qualitative and quantitative basis for program evaluation, business process improvements, analysis, and creative policy and program decisions for both on-going and emergent issues; (3) reduce the burden of daily business processes on senior staff through technologies that automate; and (4) bring innovative ideas in to the mix to help OEP progress in its ability to provide timely, informative, helpful, accurate, accessible solutions to the programs and policies OEP staff oversee on behalf of the Agency. CAPABILITY STATEMENT/INFORMATION SOUGHT: The established NAICS code is 541611. The capability statement for this sources sought market survey is not expected to be a proposal, but rather statements describing the responding firm's existing experience. The capacity statement should address each of the following questions: 1) What is your experience with providing analytics and evaluation for federal offices responsible for policies and/or programs? Provide specific examples where your firm has provided these functions to a federal agency and examples of the analytics and evaluations you conducted. 2) What is your experience and familiarity with the life-cycle of federal grants (including cooperative agreements) and specifically with the policies supporting the programs implemented through grant activity codes? 3) What is your experience with using initiative and strategic thinking in providing advice and recommendations on new and innovative solutions not specifically solicited by government management or staff? 4) What is your experience in providing analytics and evaluation, business process automation, integration, information systems integration, and proposing and supporting implementation of strategies, and providing unbiased advice to management and government staff regarding improvement and streamlining program activities? 5) What is your experience in hiring personnel with strong abilities to interact positively and effectively with extramural research personnel having different professional backgrounds? 6) What is your experience in providing a variety of support services to meet dynamic mission needs in a timely manner? 7) What is your experience developing, piloting and implementing communications and outreach plans targeting NIH stakeholders (scientists, institutions, and NIH staff)? 8) What is your experience with performing studies, producing reports, participating in and/or facilitating agency communication and workgroups, and developing and giving presentations? 9) What is your experience in overseeing IT system functionality and creating cross-system interfaces that minimize staff burden updating and maintaining Web sites? Provide descriptions of IT systems and level of involvement. All capability statements must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Code(s), 5) business size and status; 6) capability information in response to the requirement and qualifications identified in this notice; and 7) type of small business your organization classifies itself as (i.e.: women-owned, HUBZONE, etc.). Only Electronic copies of capability statements will be accepted and should be emailed to briscoee@mail.nih.gov by September 18, 2012 by 2:00 p.m. EST. The e-mail shall contain the following subject line: NIH-LM-2012-560/EJB OEP Administrative Support Services. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. If capability statements are not received from at least two responsible small businesses by the response date or if the Government determines that no small business concerns are capable of performing this requirement based upon an evaluation of the capability statements submitted, the Government may proceed with a full and open competition.
