- Intent to Sole Source The Department of Veterans Affairs, VISN 6 Contracting Office intends to sole source a firm-fixed-price, sole-source purchase order to United States Postal Service. This requirement is for the purchase of metered mail postage for the Pitney Bowes mailing system located at the Durham VA Medical Center. This requirement will be fulfilled on a sole-source basis in accordance with FAR 6.302-1, only one responsible source. The purchase order will be granted in accordance with simplified acquisition procedures. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION NOR A SOLICITATION OF OFFERS. A determination not to compete this proposal contract has been made Pursuant to 41 U.S.C. 253 (c)(1), as implemented by 6.302-1(b)(1)(i), this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. All inquires and concerns must be addressed in writing to the e-mail address stated herein. Responses to this notice must be received by September 15, 2012, before 10:00 AM EDT. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
