- Description
- Naval Air Warfare Center, PMA-266, intends to issue a new delivery order to Northrop Grumman on a sole source basis due to only one known responsible source that can meet the requirements. This contract action is for the procurement of reach back support for installation and Stage 5 testing in support of the Fire Scout, MQ-8B. The contractor will be responsible for performing stage 5 testing on a total of eight (8) ships including two (2) FFGs, two (3) LCS, three (3) DDGs, and one (1) JHSV. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement. FAR 6.302-1 (a)(2)(iii)(A), states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Responses to this notice must be submitted by 21 September 2012. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
