- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY WAS MADE AVAILABLE ONLY TO CONTRACTORS UNDER GENERAL SERVICES ADMINISTRATION SCHEDULE FINANCIAL AND BUSINESS SOLUTIONS SCHEDULE 520. CONTRACTORS SOLICITED INCLUDE (LISTED ALPHABETICALLY): FOXX & COMPANY, JONES & COMPANY PROFESSIONAL CORPORATION, NUNEZ & ASSOCIATES, INC., OLLIE GREEN, WINGATE, CARPENTER & ASSOCIATES, INC. SUMMARY OF ACTION: PURPOSE: The purpose of this contract is to assist the United States Environmental Protection Agency (EPA) Office of Inspector General (OIG) in its American Recovery and Reinvestment Act (ARRA) oversight responsibilities. The contract will involve Cooperative Agreement (CA) number (No.) 2S-97842001 awarded to the Colorado Department of Public Health and Environment (CDPHE), Denver, Colorado..This contract will determine whether: 1)IDEQ?s procurements under the CA were conducted in accordance with 40 Code of Federal Regulation (CFR) Part 35, Subpart O; 2)IDEQ?s use of force account complied with 40 CFR Part 35, Subpart O; and 3)The objectives of the CA were met. This contract will also quantify findings to identify the amount of funds to be returned to the EPA. BACKGROUND: CA No. 2S-96099601 was funded as part of the $600 million Superfund hazardous site cleanup ARRA funding noted abo97842001ve. SCOPE: The work under the contract is for a project funded wholly or partly by ARRA funds awarded to CDPHE. The audit shall be conducted in accordance with the 2011 Revised Government Auditing Standards (GAS) issued by the U.S. Government Accountability Office (GAO) for performance audits, including the General Standards under Chapter 3. All personnel assigned to the contract must certify that no conflicts of interest exist. END OF SUMMARY ACTION. Award was made to OLLIE GREEN on a best value basis for the lowest-priced, technically acceptable offer in the amount of $99,556.00.
