Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract. The Department of Homeland Security, Customs & Border Protection (CBP) intends to award a contract on a sole source basis under statutory authority 41 USC 3304(a)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." CBP requires the purchase of Biometric Computers, and it intends to make an award to Cross Match Technologies, 3950 RCA Boulevard, Suite 5001, Palm Beach Gardens, FL 33410. The proposed contract action is for Cross Match Seek II computers, fingerprint, facial, and iris identification equipment, for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The solicitation number is PR20070579. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-60. The associated North American Industrial Classification System (NAICS) is 334419, Computer Terminal and Other Computer Peripheral Equipment Manufacturing. Cross Match Technologies Seek II was selected in a recent competitive solicitation over several other manufacturers' equipment. This order will maintain the conformity, sustainability and compatibility of equipment currently in operation and for which training has been completed. The Government will consider all capability statements received by the closing date of this notification. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable products for this requirement are provided by Persistent Systems. Please submit email capability statements (using PDF, MS Word, Excel attachments) to Russell Brehm at russell.brehm@dhs.gov. If no affirmative written response indicating that an available comparable source is received within 5 calendar days of publication of this notice, the Government shall proceed with a sole source award.
