Description
List of parts being procured The United States Coast Guard (USCG) intends to award a Firm Fixed-Price (FFP) contract to Original Equipment Manufacturer (OEM), Lockheed Martin Corporation (LM MS2), 199 Borton Landing Road, Moorestown, NJ 07960 for HC-144A Mission System Pallets (MSP) spare parts. The MSP is a component of the HC-144A Maritime Patrol Aircraft (MPA) system. The MSP (Lockheed Martin Part Number 7399001-01) is a palletized system which provides mission data processing, video processing and display, sensor management and control, and communications capabilities for the HC-144A MPA. The MSP utilizes both classified and unclassified Local Area Networks and is constructed of rugged non-developmental computer equipment, flat panel displays, communications, avionics, and sensor equipment. It consists of two workstations separated by a center console and an equipment enclosure. The equipment is mounted on a 62-inch by 108-inch cargo pallet for roll-on/roll-off capabilities and interfaces mechanically to the aircraft's cargo handling system. The list of MSP spare parts, as well as the maximum quantities to be purchased under this sole source action is attached. These spare parts are modified or specifically assembled by LM MS2 for use in the unique Coast Guard MSP configuration. LM MS2 was responsible for the MSP design and integration into the HC-144A Maritime Patrol Aircraft. An alternate source would have to complete the non-recurring engineering effort to modify the spare parts to meet the space, airworthiness, TEMPEST, Electromagnetic Interference (EMI), and nomenclature requirements established for the MSP. Spare parts produced by a manufacturer other than LM MS2 would need to be verified through additional airworthiness evaluation, EMI, and TEMPEST testing that is expected to result in a substantial duplication of cost to the Coast Guard that is not expected to be recovered through competition. The Coast Guard anticipates that it will compete the requirement for future MSPs (installed on HC-144A MPA #21-#36), and associated spare parts, and recapitalize the existing MSPs in FY17/18. The Coast Guard anticipates technology improvements and changes to mission profile may render the current design obsolete by that time. Companies that believe they have the capability to produce the listed spare parts must submit a capability statement detailing how the company can produce the spare parts and be price competitive with the OEM given the requirement to deliver spare parts that have been certified and tested in the MSP system. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information. This notice does not constitute a Request for Proposal (RFP), or a promise to issue a RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
