- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). This is not a solicitation. FOREIGN MILITARY SALES REQUIREMENT Air Force Life Cycle Management Center, Cryptologic Systems Contracting Division (AFLCMC/HNCK), Lackland AFB, San Antonio TX, intends to award on a sole source basis a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ)-type contract for the production of KIV-77 Mode 4/5 Identification Friend or Foe Cryptographic Appliqué, NSN: 5810-01-537-8318 in support of Foreign Military Sales (FMS) partner nations. The proposed contract action will have one (1) twelve (12) month base period, with four (4) twelve (12) month option periods to procure various quantities. The North American Industry Classification System (NAICS) code is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The KIV-77 hardware was developed by the Original Equipment Manufacturer (OEM) Raytheon Company, 6260 Guardian Gateway, Aberdeen Proving Ground, MD 21005-1300, CAGE CODE: 06845, and will be the place of contract performance. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, only one (1) responsible source. The Air Force's lack of complete specifications, schematics/drawings and parts lists precludes use of Full and Open Competition procedures to satisfy this requirement. Raytheon Company is the only vendor known to the Air Force capable of producing the KIV-77 Cryptographic Appliqué, because as the OEM it has the required engineering knowledge, expertise, and complete drawing package to do so. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for consideration. IAW AFFARS 5352.201-9101, the ability to contact an Ombudsman will be included in this acquisition's solicitation and contract.
