- Site Visit Notes *** 07 SEP 2012 - ADDED SITE VISIT NOTES FROM 04 SEP 2012 *** * AMENDMENT 01 DATED 28 AUG 2012. The combined synopsis/solicitation is revised. The new text below replaces the original text in its entirety. All attachments are reposted. * This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-12-R-0044 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20120724. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This effort is being issued as total small business set-aside. The NAICS code is 811310 with an associated small business size standard of $7M average annual receipts over the last 3 years. The contractor shall provide the services defined in the Performance Work Statement dated 14 AUG 2012 (Attachment No 1 to this solicitation) on a Firm Fixed Price basis. Offerors shall submit price information using the Price Schedule provided in Attachment No 2. The schedule shall be completed and returned with the offeror's reply. The applicable Service Contract Act wage determination is provided in Attachment No 3 to this solicitation. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. SITE VISIT The provision at 52.237-1 Site Visit (APR 1984) applies to this acquisition. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. A site visit is highly encouraged and will be conducted 10 AM (ET) Tuesday September 4, 2012. Offerors must complete the attached Site Visit Reservation form (Attachment No 4) to attend. The reservation form must be submitted by 10 AM (ET) Friday August, 31 2012. PERIOD/PLACE OF PERFORMANCE The anticipated period of performance is 1 base year plus 4 option years. The place of delivery, acceptance, and FOB destination point is AFRL - Rome Research Site, AFRL/Information Directorate, 26 Electronic Parkway, Rome, NY, 13441-4514 and its Newport, NY satellite site. CONTRACT ADMINISTRATION DATA Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this contract action. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs. Note that the clause at DFARS 252.232-7003 is included in this solicitation. DoD requires all payment requests (with a few exceptions) to be submitted and processed electronically. All vendors/contractors must familiarize themselves with this clause and DFARS 232.7003 for specific procedures. The DoD preferred electronic form for transmission is Wide Area Workflow - Receipt and Acceptance (see website - https://wawf.eb.mil). Wide Area Workflow Training may be accessed online at http://www.wawftraining.com. Please confirm in your quote that your company is able to submit electronic invoices as set forth in the clause. TERMS AND CONDITIONS The provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 3 PM (ET) MONDAY 10 SEP 2012. Offerors are encouraged to submit their quotes using the SF1449, Solicitation/Contract/Order for Commercial Items. (b)(10) Submit past performance information to include: -- 1 -- Evidence of successful completion or ongoing performance within the past three (3) years of up to five (5) projects similar in magnitude and scope to the work described in this solicitation and attachments. -- 2 -- Description of maintenance and repair tasks, maintenance schedules, and access to labor, parts, and equipment needed to accomplish the work. -- 3 -- Description of response to emergency calls. Include a statement regarding how past performance demonstrates the ability to overcome any geographic separation between your company's location and AFRL Rome. -- 4 -- Contract numbers, contract amounts, periods of performance, any independent performance reports or quality surveys, and points of contact. (b)(12) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. (g) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. (k) System for Award Management (SAM). Offerors must be registered in the SAM database prior to submitting an invoice. Processing time for registration in SAM, which normally takes five business days, should be taken into consideration when registering. Offerors who are not already registered should consider applying for registration at least two weeks prior to invoicing. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: PRICE and PAST PERFORMANCE. Both factors are approximately equal in weight. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
