- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The 409th Contracting Support Brigade and Theater Contracting Command intend to solicit, negotiate and award a firm fixed price (FFP) contract for a Cisco Certified Internet Expert (CCIE). The NAICS code is 541512 and no preference will be given to Small Businesses. The action will be full and open competition. The anticipated period of performance for this requirement is 180 days from award with a tentative start date of 28 September 2012. This commercial Firm-Fixed Price (FFP) Solicitation is for USECOM ECJ6 to advise, assist and provide technical support for Joint Enterprise Network (JEN) migration project to ensure USEUCOM's ability to migrate into the JEN architecture. The contractor shall provide support to the USEUCOM five (5) days a week during the hours of 0800 hours to 1700 hours. On a monthly basis, the CCIE requires management oversight; program migration; coordination and integration; briefings and presentations; security clearance; and information validity and security. The contractor will provide an assessment of performance analysis, contractor briefings, reports, plans, designs, implementation, and operational activities based upon the contractor's internal quality assurance (QA) process. Content specific to a given task is reflected in the monitoring method section of that task. This report, which will include both technical and functional activities described in this performance work statement (PWS), will be in a format jointly agreed to by the contracting officer's representative (COR) or Task Manager (TM) and contractor within the first 30 days of the start of this PWS. It will be used as one method to assess the contractor's success in meeting the provisions of this PWS. The contractor will have working expert level Adobe Acrobat, Visio and Microsoft Office skills with a very high level of proficiency in Microsoft PowerPoint. PowerPoint proficiency is meant to include strong skills at producing graphics, multiple layouts and advanced level configurations of presentations. In addition, contractor will be proficient in presentations to senior level audiences (military and civilian audiences) and will be required to have and maintain an active DoD ' Top Secret' security clearance.
