- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Asymmetric Warfare Group has a requirement for CAC Card Readers. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Request for Quotation and the solicitation number is W91CRB-12-T-0076. This acquisition is 100% set-aside for small business concerns. The NAICS code applicable to this acquisition is 561621, with a size standard of $12.5M. The requirement consists of the following: The Asymmetric Warfare Group (AWG) has a critical requirement for the Procurement and installation of 61 card readers. The AWG is a secured facility and work must be completed by cleared personnel. All Work must be accomplished by a Lenel Authorized Vendor. The contractor shall provide the procurement, installation, configuration, and licensing of all equipment required to complete the project. The contractor shall provide a Program Manager to provide the overall management and oversight of the personnel, planning, quality control, direction, coordination, and reviews necessary to ensure effective contract performance. The contractor shall provide and maintain a highly trained workforce with a sufficient number of personnel to ensure this requirement is met. The government will provide a communications network drop and access to an 110VAC power receptacle in each communications closet. CLIN 0001 61 Card Readers (P/N LNL- XF2100D-P2) - This CLIN shall include the price to: - Procure, install, program and integrate card readers, request to exit devices, electric strikes, door contacts and all required cabling and peripheral devices on 61 doors located in building 2257. - Install control panels and security boxes as required to support the indicated number of readers. Security boxes will be installed in telecommunications closets which are located on each floor. - All doors will be configured to Fail Safe mode (unlocked when a fire alarm is active) Additional information: The Building is 3 Stories Plus the basement. Readers are required as follows: 5 - Basement 28 - first floor 14 - Second floor 14 - third floor There are communications closets on each floor. Sub panels will go in these closets, readers will connect to closet panels, closet panels will run from there to the main panels on the first floor. Standard door install will require, single gang box (will need to be installed in the wall not as a surface mount), proximity card reader, door contacts, request to exit sensor, electric door strike (strikes will need to be cut into the door frame). Building was remodeled appx 3 years ago. Cable runs will go through false ceiling and into drywall. Doors are hollow core. If interested a copy of the requested advertisement will be emailed to the offeror. Any award resulting from this solicitation will be issued on a Standard Form (SF) 1449. The following FAR and DFARS clauses and provisions apply to this acquisition: FAR 52.212-1, 52.212-4, 52.212-5 including 52.203-6, 52.219-6, 52.219-8, 52.219-14, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.225-13, 52.232-33 DFARS 252.204-7000, 252.212-7001 including 52.203-3, 252.205-7000, 252.225-7001, 252.225-7012, 252.225-7014, 252.225-7015, 252.226-7001, 252.227-7015, 252.232-7003, 252.232-7006, 252.243-7002, 252.247-7023, 252.247-7024 Quotation submission instructions - 1.Quotes shall be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address, and FAX number; (2) Solicitation number; (3) Unit price and extended prices; (4) Contractor DUNS number and Commercial and Government Entity (CAGE) Code; (5) Signed acknowledgements of any amendments, if any amendments to this combined synopsis/solicitation are issued. 2.Offerors shall include a copy of the FAR provision 52.212-3 Offeror Representations and Certifications - Commercial Items and DFARS 252.212-7000 Offeror Representation and Certification - Commercial Items with the quotation or indicate that completion of reps and certs online at http://sam.gov/. Failure to include the reps and certs with the quotation may result in elimination from consideration for award. 3.Offerors offering an equal item to the brand name described in the CLIN description shall include narrative to describe how the item proposed is equal to the brand name. If determination of equality cannot be made by the narrative submitted with the quotation, the offer may not be considered for award. 4.Quotations shall include the name, phone number, and e-mail addresses of at least three customers for whom the product proposed has been provided in the past. If the product proposed has never been provided, the quotation shall so state. Evaluation - 1.The Government intends to award a contract resulting from this combined synopsis/solicitation without conducting discussions. 2.The Government intends to award to the responsible offeror proposing the lowest priced technically acceptable item. Offerors responding to this announcement shall submit quotations via email to Sabrinna Cosom at sabrinna.r.cosom.civ@mail.mil. Please verify receipt of proposal via email or via phone 410.306.2852. Vendor Questions and Answers Q.1 In the new information there is clarification that the doors will receive an electric strike cut into the frame. This is an acceptable locking method but normally only used with fail secure strikes. Has the scope of work changed so that the strikes will now be fail secure? A1. If the fire alarm goes off or the power/battery totally fails all doors on this project will fail in the unlocked position allowing exit from the inside or entry from the outside. The scope is correct it says: "All doors will be configured to Fail Safe mode (unlocked when a fire alarm is active)." Q2. Do you need CAD Drawings of the installed project? A2. YES Q3. Do you require training to be offered to the security staff? i.e. 4 or 8 hours? A3. NO Q4. Is contractor to provide a main workstation with Lenel Software or are we integrating to an existing Lenel system? A4. NO new work station. You are integrating into an existing system. An additional block of device licenses will be required to cover the new readers. Q5. Do you require any other client workstations/licenses? A5.NO Q6. Do you need an enrollent reader to load card holders to your new Lenel database? A6. NO Q7. Is it permissible to have a Cleared Senior Project Manager escort a small crew of non-cleared technicians while they perform installation? or do you require all personnel to hold a security clearance? A7. NO because this is an active site and as the crew separates the project manager can't be with them all
