- THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number BBG50-Q-12-01463 is issued as a request for proposal (RFP) for the acquisition of Event Organizer. This acquisition is being solicited as Full and Open Competition. The associated NAICS code for this procurement is 561599. Interested parties must quote on all line items. Partial proposals will not be accepted. Only one (1) award will be made as a result of this combined synopsis/solicitation. The Government intends to award a Firm-Fixed Price contract resulting from the RFP to the responsible contractor whose conforming to the RFP will be the most advantageous to the Government, based on price, past performance and other factors in the solicitation. An award may be made without discussions. When combined, technical evaluation factors are more important than cost or price. REQUIREMENTS: Prospective Contractor : Must be able to speak fluent Indonesian. Location: Only event planners in Indonesia will be considered Venue: Two affiliate conferences in (1) Bandung for 100 participants tentatively scheduled for November 4-6, 2012 and (2) Surabaya for 100 participants November 11-13, 2012. Conference venue will be scouted by VOA and forwarded to the prospective contractor at time of award. Conference dates are subject to the availability of hotel chosen. Prospective Contractor should provide proposals to complete the following: Handle the payments for the meeting facilities and hotel accommodations. The Government will only pay for actual rooms used. The planner should provide a cutoff date by which the reservations must be made to avoid paying for rooms not reserved for the conference dates. The Government is not responsible for long-distance phone calls, movie rentals, internet fees and room service charges. Participants Lodging, Meals and Incidental expenses must not exceed the Department of State (DOS) Foreign Per Diem Rates for Bandung and Surabaya, Indonesia. (Speaker fees must be approved by VOA in advance.) Handle per diem payments for participants. Amount to be approved by VOA in advance. Handle ground transportation reimbursement for participants and speakers. Ground transportation includes travel from home to nearest airport and airport to the conference venue, and return. Ground transportation may also be an alternative to air travel for participants near the conference cities. Ground transportation arrangements as alternatives to air travel should be pre-approved by VOA. Travel arrangement can only be made for those individuals pre-approved by VOA. Arrange and pay for all air travel for all participants and speakers to and from the conference venues. Air transportation arrangements for participants shall be coach class in accordance with the Federal Travel Regulations; however, if the traveler chooses to travel business or first-class he or she must pay the difference in airfare directly to the Event Organizer. Travel arrangements must be made and finalized within 48 hours prior to travel dates unless travel arrangements are made within 24-48 hours of travel date. Provide conference banners, signage at the venue. VOA to approve designs in advance. Provide staff support at the conference (for registration, handling participant logistical issues, responding to speaker needs, etc.). Provide a conference secretariat for photocopying, name tags, and other conference support facilities. Provide a summary report on the presentations and discussions at the conference and a detailed accounting for all financial disbursements. PROPOSAL REQUESTS Written proposals shall be signed by an official who is authorized to bind the company. Written proposals shall also be provided in English in United States Dollars and Indonesian Rupiah currency in both hardcopy and digital format. Please use Microsoft Word, Excel or Powerpoint only. Contract financing requirements to perform the work outlined in this solicitation shall be clearly stated and justified within the proposal. Per FAR 32.107, the need for contract financing shall not be treated as a deterrent in evaluation criteria. Documents submitted in response to this solicitation shall be fully responsive to and consistent with the requirements of the solicitation. Failure to comply with all the requirements of the solicitation may result in the offer being considered unacceptable for award. EVALUATION FACTORS Technical Capabilities Availability of preferred date(s)/timeframe Ability to provide travel arrangements and perform event organizing for approximately 200 affiliates Previous experience and 3 references that can contacted to verify past performance and Price/Availability of per diem rates or lower discount The evaluation factors are listed in descending order of importance. Technical factors and past performance, when combined, are significantly more important when compared to cost or price. Offerors are advised that the Government may use past performance information obtained from centralized past performance databases and sources other than those identified by the offeror and the information obtained may be used for both the responsibility determination and the best value decision. The absence of past performance data will be rated neither favorably nor unfavorably. Contracts listed may include those entered into with Government agencies or private sectors. For contractors with no relevant corporate past performance, the Government may take into account information regarding the past performance of predecessor companies, key personnel with relevant past performance. BASIS OF AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other non-cost factors will be considered.
