- Description
- The Department of the Interior, Acquisition Services Directorate (AQD) on behalf of the Department of Commerce (DOC) Office of Financial Services Industries (OFSI), is seeking potential offerors in order to award a competitive Firm Fixed Price contract with a base period of one year with four 12 month option periods. The Request for Proposal (RFP) will request an online subscription to international insurance market reports and database and will be issued by the AQD on or around September 26, 2012. The OFSI requires an online subscription to international insurance market reports and database to support the work the Office does in trade negotiations, advocacy, and analysis. The information will be in the form of electronic reports that will be periodically updated as new market and regulatory developments occur. A statistical database will also need to be available for each of the countries covered. The Office needs access (on demand) to the vendor's on-line system, containing detailed information on how the market is regulated, the participants, market barriers and a variety of market and company statistics. The North American Industry Classification Code (NAICS) for the upcoming solicitation will be classified as "NAICS 541910- Marketing Research and Public Opinion Polling" and will have a business size standard of $14,000,000.00. Description of Requirement: The vendor must: - Provide general country information (history, geography, politics and economy) and description of insurance-specific regulations that are in place, lines of business, market participants, market developments and policy. - Provide market statistics, company statistics on a quarterly and a yearly basis, as well as a company directory. - Provide access to their resources and knowledge of research department, team of consultants and extensive international contacts to supplement their reports whenever necessary. Produce comprehensive research reports for the non-life and life and benefits markets for most countries in two ways: 1) Full Country Report; and 2) A Custom Report for the particular topic of interest within a market. This action will be primarily solicited in accordance with FAR Part 12 "Acquisition of Commercial Items" and FAR Part 15, "Contracting by Negotiation." AQD anticipates soliciting this requirement through the Federal Business Opportunities web site (www.fbo.gov) on or about September 26, 2012 under RFP number D12PS00596. Interested parties are responsible for monitoring the web site for all procurement related information and must respond to the RFP in order to be considered for award of any resultant contract. Please be advised that it is the offeror's responsibility to assure the Government receives your submission on or before the due date specified within the forthcoming Request for Proposal. Reference the RFP number and project title on all correspondence. The forthcoming RFP will contain all requirements and instructions so qualified offerors can submit electronic proposals to the Contracting Officer, Shelita Saint-Louis (Shelita_Saint-Louis@nbc.gov) and the Contract Specialist, Dean Dastvar (dean_dastvar@nbc.gov).
