Description
Description of the product needs and time contraints of the product needs. The Federal Correctional Complex at Butner, NC, intends to make award on a sole source basis under the authority of FAR Part 6.302-1 with American Red Cross, Charlotte, North Carolina, for blood and blood components which meet the requirements of the American Association of Blood Banks (AABB), College of American Pathologists and Clinical Laboratory Improvements of 1988(CLIA). All Products screened and certified as human use Blood Product Services. Contractor must meet all government regulations for the services and products that they provide. Contractor shall provide blood and blood products and identification of unknown blood antibodies twenty-four (24) hours a day, seven (7) days a week to include receiving products on a routine and STAT basis. Contractor shall have a reference laboratory to perform antibody screens locally. This is a firm-fixed price purchase order for the performance the contract shall cover a base year of DOA, through September 30, 2013, with four option years. Any firm who believes it can meet these requirements may give written notification to the Contracting Officer by Wednesday, September 19, 2012. 4 p.m. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice will solely be at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source procurement to American Red Cross. Faith-Based and Community Based Organizations have the right to submit offers/quotes equally with other organizations for contracts which they are eligible.
