- Reference Number: NHLBI-CSB-AR-2012-331-CSP Title: Notice of Intent to Award Sole Source to Cellectis Bioresearch, Inc. for Transcription Activator-Like Nucleases (TALENs) The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to negotiate on a sole source basis and award a contract, for Transcription Activator-Like Nucleases (TALENs) to Cellectis Bioresearch, Inc. 1 Broadway, FL 14, Cambridge, MA 02142, under the authority of (FAR) Subpart 13.106-1. "(b) Soliciting from a single source. This notice of intent is not a request for competitive proposals. This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, August 27, 2012. The corresponding NAICS code is 541990 - All Other Professional Scientific, and Technical Services and the small business size standard is $7.0 Million. The basis for the sole source determination: Cellectis bioresearch is the sole company worldwide to provide Custom TALEN TM services including: Access to Custom TALEN TM Hit Software, a proprietary software that ranks TALEN TM hits by their probability of success, TAL Effector Nuclease synthesis, TAL Effector Nuclease cleavage activity validation in a universal yeast assay no matter the species of origin of the target DNA sequence, TAL Effector Nuclease cleavage activity validation on an endogenous target sequence (chromatin context) in 1 rat cellular model, 1 mouse cellular model, and 2 human cellular models, Proprietary architecture and design of TAL Effector Nuclease, in constant optimization thanks to the support of the R&D department of Cellectis SA, Cellectis bioresearch parent company. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. NHLBI-CSB-AR-2012-331-CSP and may be submitted electronically NO LATER THAN 9:00 A.M. EASTERN STANDARD TIME September 14, 2012 to the Contract Specialist, Caitlin Palmer at: Caitlin.palmer@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
