General Information: Document Type: Synopsis to the Solicitation Solicitation Number: SPE600-12-R-0827 Classification Code: S - Utilities and housekeeping services Contracting Office Address: Defense Logistics Agency, Energy Utility Services Division, 8725 John J. Kingman Road, Room 3938, Fort Belvoir, Virginia 22060-6222. Description: This solicitation is utilizing FAR PART 41 ACQUISITION OF UTILITY SERVICES. The following NAICS codes apply: 221122 Electric Distribution System 221310 Water Supply & Irrigation Systems 221320 Sewage Treatment Facilities The Defense Logistics Agency (DLA), Energy Utility Services Division in conjunction with the United States Air Force, plans to offer the privatization of the electric and water distribution and wastewater collection systems at Eglin Air Force Base (AFB), Florida. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, the firm will be selected to assume ownership of the above-mentioned utility systems. The successful firm(s) will be required to provide expansions to the system(s) to meet future needs of the government. The resulting contract, if awarded, will require the Contractor to furnish all necessary labor, management, supervision, permits, equipment, supplies, materials, transportation, and any other incidental items or services required for the complete ownership of and provision of utility services via the utility system(s), including operation, maintenance, repair, upgrade, and improvement of the systems. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the systems to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility systems in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Access. The utility systems will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past performance information from potential Offerors shall be submitted as directed in the Request for Proposal (RFP). No Offeror will be denied the opportunity to submit a proposal in response to the RFP. For purposes of economic comparison required by 10 U.S.C. 2688, each system will be analyzed and considered for award separately. Eglin Air Force Base (AFB), Florida is the largest base in the U.S. Air Force. The Air Armament Center at Eglin AFB tests and evaluates non-nuclear munitions, electronic combat systems, and navigation/guidance systems. The Eglin Reservation comprises portions of Santa Rosa, Okaloosa, and Walton counties in the Florida panhandle and includes the Eglin Gulf Test Range, which is approximately 130,000 square miles of over-water airspace. The Main Cantonment is the built-up part of Eglin AFB, north of Choctawhatchee Bay, between the cities of Valparaiso and Shalimar. The base covers 463,128 acres (1,874.2 km). Military Family Housing (MFH) consists of approximately 1,752 dwelling units located in multiple neighborhood areas. Units are a combination of single-family units, duplexes, and multiplexes. Currently, many of the units are to be demolished and additional units are to be constructed. All of this work is expected to be done in concert with the ongoing Military Housing Privatization Initiative (MHPI). Eglin AFB still provides electrical power, potable water and wastewater treatment to the housing areas. Eglin AFB includes Geographically Separated Units (GSU's) that are outside the boundaries of the Main Cantonment. Most of the GSUs are within the Eglin AFB reservation or on Santa Rosa Island; a few are scattered southeast along the Florida Panhandle. Not all the GSUs contain these utility infrastructures. Electricity: The electrical system infrastructure at Eglin AFB includes distribution and transmission systems for the Main Cantonment and GSUs within the Eglin AFB reservation and other off-reservation GSUs. Three electric companies provide power to Eglin AFB: Gulf Power, CHELCO, and Power South. Progress Energy provides power to a limited number of off-reservation GSUs. Electrical power for the Main Cantonment is supplied from the Air Combat Command (ACC) Substation, Foster Substation, Guided Weapons Evaluation Facility (GWEF) Substation, Main Base Substation, North Gate Substation, Valparaiso (Val-P) Substation, West Gate Substation, 25-kV Switch Station, Climatic Substation, and the 115-kV Switch Station through three-phase distribution and transmission circuits. The on-reservation GSUs are supplied from the West Range Substation, East Range Substation, Site C-6 Switch Station and Substation, and separate feeds from offsite through three-phase distribution circuits. The off-reservation GSUs are fed from separate distribution feeds through three-phase distribution circuits. The distribution system consists of approximately; 8,563,334 single conductor linear feet (SCLF) of overhead primary circuits, 238,163 SCLF of underground primary circuits, 212,000 LF of overhead secondary circuits, 81,467 LF of duct bank, 3 switching stations, 94 pad-mounted switches, 267 pole-mounted switches, 1,091 pad mounted transformers (5 kVA to 29.9 MVA), 2,890 pole mounted transformers (5kVA to 3.75 MVA), 9,381 utility poles, and 100 manholes. Potable Water: The water distribution system infrastructure at Eglin AFB includes distribution systems for the Eglin AFB Main Cantonment and GSUs within the Eglin AFB reservation, as well as for other GSUs located outside the reservation through 65 independent water distribution systems and 82 water wells. Sixty of the independent systems provide water for drinking as well as for other uses, and five of these systems provide water for restrooms, fire protection or other uses but are not used for drinking water supply. The local utility provider supplies water to three of the systems at GSU locations; Government-owned wells supply water to 62 of the 65 systems and these systems consist of buildings, wells, tanks, piping, valves, chlorination facilities, and other ancillary water distribution system infrastructure. Of the 62 water distribution systems supplied by wells, 14 are permitted by the State of Florida as Public Water Systems (PWS) and 43 are classified by the State of Florida as limited-use systems. The remaining five systems have not been classified as PWS or limited-use systems by the State of Florida; however, these systems currently are provided water by Government-owned wells and supply water to facilities for purposes other than drinking. The distinction between a State-permitted PWS and a limited-use system is based on the number of people served by the system. Water wells included in this solicitation have been assigned ID numbers by the Government that correlate to the system, GSU, or reservation area for which they supply water. The well ID number begins with two letters that are used to designate the location. For example, "MB" designates a well connected to the distribution system serving the Main Base area within the Main Cantonment; HO designates a well located in the housing area on the Main Cantonment that serves the Base Housing and Air Combat Command (ACC) area distribution system. The water distribution system consists of 641,297 LF buried pipes ranging in size from ¾-inch service lines to the 12-inch water main at an estimated average depth of 4 feet. Water mains and service lines consists of asbestos cement (AC), cast iron (CI), ductile iron (DI), polyvinyl chloride (PVC), copper (CU), and galvanized steel (GS) pipe installed from 1940 to 2009. The system also consists of approximately; 988 backflow preventers (1980 to 2006), 1,200 gate valves ranging from 0.75 to 8 inches (1943 to 2006), 747 fire hydrants (1940 to 2005), 82 water wells (1942 to 2005), 17 elevated storage tanks ranging from 50,000-gallon to 1,000,000-gallon (1941 to 1983). The water storage tanks were refurbished in 2008 and 2009 as part of a Base-wide project to upgrade all water storage tanks to AWWA standards. Wastewater: Eglin AFB's Main Base System is comprised of the collection services and mains from the original Base development in the late 1940s. This area of the Base was expanded primarily in the 1950s and 1960s with minimal growth since. The system includes collection mains extending west from the east gate to the north-south runway. The Main Base System originally flowed to a treatment plant and spray fields near the bay, south of the area served. In 1988, a new treatment plant was constructed near the Air Combat Command (ACC) gate on the west side of the Base. Lift Station 545 was also constructed in 1988 to pump wastewater from the collection system to the new treatment plant. The Plew System collects wastewater from the western two-thirds of the Main Cantonment area. Wastewater from the munitions storage area is pumped to the west end of the northwest-southeast runway, where it discharges to gravity mains in the ACC area. The main gravity trunk that runs through the ACC area discharges to Lift Station 2595 in the MFH area. Lift Station 2595 pumps wastewater collected from the ACC area, the eastern half of MFH, and the BX/Commissary area to the 21 inch gravity main feeding the Plew Sewage Treatment Plants. A 12-inch gravity main from the western portion of the MFH area collects and discharges to the Plew Sewage Treatment Plants. The wastewater collection system's average burial depth ranges from four to approximately 15 feet, with an average burial depth of 8 feet. Average depth of building service laterals is approximately 6 feet. An estimated 2 percent of the collection piping is beneath paved surfaces. Generally, tracer wire or marker tape has been installed with non-metallic replacement pipe or new construction pipe since the 1990s. The original, pre-1990s non-ferrous piping was not installed with tracer wire or marking tape. Collection mains and service lines consists of cast iron (CI), ductile iron (DI), polyvinyl chloride (PVC), galvanized steel (GS), high density polyethylene (HDPE), transite, and vitrified clay (VC) pipe installed from 1945 to 2005. The system also consists of approximately 121,939 LF of force mains, 261,862 LF gravity mains and 76,679 LF gravity services ranging from 1 to 30 inches in size (1945-2005), 188 pumps (1972-2008), 873 brick manholes (1945-1965), and 185 concrete manholes (1970-2005). This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
