- This is NOT a solicitation announcement. This is a request for information only. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications relative to NAICS code 562219 (size standard of $12.5M). Responses to this request for information synopsis will be used by the government to make appropriate Acquisition decisions. Responses to this sources sought shall NEITHER constitute responses to solicitation which is not currently available NOR a request to be added to a prospective bidders list to receive a copy of the solicitation. The decision to solicit for a contract shall be solely the Government's discretion. The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking information on a potential contractor to provide a total turn-key waste management and collection system to treat and dispose medical/special/infectious waste. This service shall includes all cost of all equipment, shipping, setup/testing, state or city building permits/approvals (if applicable), maintenance, transportation, all additional parts, supplies, services, reports and staff (labor) to operate and manage the entire waste streams of the main campus hospital of MEDVAMC and its 9 community-based outpatient clinics (CBOC) located in the following cities of Texas: Galveston Island, Texas City, Lufkin, Beaumont, Conroe, Richmond Rosenberg, Lake Jackson, Katy, and Tomball. This turn-key service shall include the following requirements: 1.Provide one(1) or two(2) enclosed self-contained, state-of-the-art, automated water and steam or steam disinfection medical waste treatment/disposal processing system with internal or external shredding technology to be placed on-site at the main campus of MEDVAMC. The system or systems must be an approved patented technology capable of treating/processing approximately 2,000 to 4,000 pounds of untreated special/infectious medical waste within a 6-hour period on an on-going basis, in accordance with VAMC contract specifications, and Federal, State, and Local solid waste regulations. 2.Provide necessary site preparation for installation of the equipment system. 3.Provide all maintenance and repair services to the on-site equipment system throughout the term of the contract. 4.Provide labor to collect the aforementioned waste stream including all sharps containers throughout the hospital, transport and treat them with the on-site equipment system mentioned in paragraph 1. 5.Provide computerized services, equipment, and documentation to enhance reduction of solid waste by 2-5 % annually via this waste stream. 6.provide quarterly consultation via on-site visits or written communication to the contracting officer's representative to address steps to improve collection, transport, tracking and recycle of recoverable materials associate with this waste stream generated at each facility, in support of the facility's GEMS continuous performance improvement objective and target initiative per ISO 14001. 7.Provide all labor, transportation, equipment to pick up and process medical wastes from 9 community-based outpatient clinics (CBOCs) located in Texas, city of Beaumont, Lufkin, Conroe, Katy, Tomball, Richmond-Rosenberg, Galveston Island, Texas City, and Lake Jackson. This waste stream generated from CBOCs may be treated either with the on-site system at the main hospital campus or provide an alternate treatment method approved by the EPA or State agency having regulatory authority over the management of solid waste, which includes medical/special/infectious waste. 8.All services provided must be in compliance with all applicable Federal, State and Local regulations, laws and codes for infectious/special or regulated medical wastes. Submit brochures, literatures, or documents that describe specification, features, and functions of the proposed equipment system. 4.Provide evidences of capability to furnish the medical waste processing services to all aforementioned geographic areas where the MEDVAMC CBOCs are located. These evidences shall include but not limited to the list of existing customers having contracts for receiving the said services from contractor, customers who are currently using or have used the on-site equipment systems with the aforementioned described features. 5.and responses to the following questions: (1)Is your firm registered in Central Contractor Registration: https://www.sam.gov/index.html (formerly known as www.ccr.gov.)? This is not a request for proposals or request for quotes and in no way obligates the government to award any contract. All responses must be received in writing no later than 4:30 PM. Local time on September 21, 2012. Telephone responses will not be accepted. Interested sources are advised that the CO's email can only receive file size up to 5MB and the following file formats: PDF and Microsoft Word. Attachments to email larger than 5 MB and in formats other than PDF or Word will NOT be accepted. Interested sources are required to respond to all aforementioned questions and provide evidences specified under paragraph 2, 3, and 4 above. Firms responding to this announcement, which fail to provide all of the required information, cannot be used to help the government make the acquisition decisions, which is the intent of this synopsis. This notice is to help the VA medical center in determining potential sources only. No solicitation is currently available.
