Description

The Department of Veterans Affairs, Network Contracting Office 9, Nashville, TN VA Medical Center intends to award on a sole source basis (IAW FAR 6.302-1) to Bioquant Image Analysis Corporation, 5611 Ohio Avenue, Nashville, TN 37209, as the only responsible source that can provide Bioquant Osteo Bone Biology Research System Software for tracking location and analyzing bone sections. This award will also include Imaging Tool Kit for merging images, Technical Support for one year, Imaging Camera for real-time mapping of current location, Camera Adapter for attaching camera to microscope, and Calibration Slide for measurements. The following are the essential characteristics of the Bioquant Osteo Bone Biology Research System Software: 1.The Bioquant Osteo is an image capture and analysis package that greatly reduces the time to quantitatively analyze sections of bone using light and fluorescence microscopy. While other image analysis packages exist, very few are specifically designed for bone histomorphometry, and only Bioquant Osteo has advanced capabilities that allow one to acquire multiple metrics in a relatively short period of time. This software is more versatile and gives us more options to update for future use. It is currently compatible with ongoing studies and interchangeable among other investigators in our field based at Tennessee Valley Healthcare Systems (TVHS). This collaboration has grown significantly in the past couple of years and is expected to grow more in the near future therefore the portability of the Bioquant system provides significant advantages over the any other system. Based on the above information, the only technically acceptable histomorphometry system is the Bioquant Osteo Bone Biology Research System Software. This acquisition is being conducted under simplified acquisition procedures. The following set-aside restrictions are applied: Small Business. The intended procurement will be classified under North American Industry Classification System (NAISC) 511210 with a Small Business Size Standard of $25 Million dollars. This notice of intent is not a request for competitive quotes and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical date, including price, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this publication of this notice will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word, Excel or Adobe PDF attachment to Debra Walker-Sykes at debra.walker-sykes@va.gov.
