- Sole-Source Justification THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The intent of this Special Notice is for informational purposes only. The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS) intends to solicit a quote and enter into a contract with Hach Company herein referred to as Contractor for 900 MAX water sampling systems which is the only source for this item. The anticipated award date is on or about September 18, 2012. The Cropping Systems and Water Quality Research Unit at Columbia, MO has a need for eight (8) 900 MAX water sampling systems. After Market research it is determined that there is only one source available for this type of equipment. The statutory authority for this sole source procurement is FAR 6.302-1(a)(2). The NAICS code for this action is 334516. ARS requires that all contractors doing business with the Acquisition Office must be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM. For additional information and to register in SAM, please access the following website: https://www.sam.gov. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responsible sources received within five days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish a bona-fide capability to fulfill the requirement.
