Description
This procurement is UNRESTRICTED. The Bureau of Land Management (BLM), Oregon State Office intends to issue a Request For Proposal for a firm fixed price commercial items services contract with incidental construction services to plant grass on approximately 100,000 to 150,000 acres that were burned by a number of wildfires in Malheur County, Oregon, install about 50-60 miles of 42 in tall temporary protective 3 wire fence and repair approximately 400 miles of existing barbed wire fence, if necessary, to include the replacement with steel pipe of the stress panels, rock jacks, corner panels and gate braces made of wood that were burned or consumed in these areas. The project locations consist of up to 1500 acres outside Vale, Oregon; up to 10,000 acres outside Jordan Valley, Oregon and the remaining area are north of McDermitt, Nevada. Most of the travel is on US Highway 95 but off-highway travel will be on ungraded/unimproved dirt roads. The Government will furnish the grass seed, drills, drill carts, cultipacker, chain, and fencing material. The performance period is from date of contract award through the contract completion date, which is dependent on whether a single or multiple awards are made for the contract line items organized under the 4 major categories of work: drill seeding, aerial application, chaining, and fence installation/repairs. The seeding will commence from the date of contract award and completed by December 15, 2012; until there is 2 inches of snow cover on the project area; or the ground is frozen; whichever is sooner. The installation of the temporary protective fence will commence from the date of contract award and completed by April 30, 2013. The repair of the existing fence will commence July 1, 2013 to be completed by July 31, 2015. The NAICS code is 115112 for the seeding and chaining and 238990 for the fence installation and repairs. The small business size standard for NAICS 115112 is $7.0M. The basis of award will utilize the best value continuum -- lowest price technically acceptable source selection process in accordance with FAR subpart 15.101-2 to result in an award to the responsible offeror pursuant to FAR subpart 9.1. Multiple awards may be made. The technical/non-price evaluation factors are (1) technical capabilities, (2) experience and (3) past performance, where technical/non-price evaluation factors, when combined, are significantly more important than price. The solicitation is anticipated to be issued on or about October 3, 2012. This requirement is subject to availability of funds.
