Description
This is a combined synopsis/solicitation for BRAND NAME or Equal commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-60, Effective August 27, 2012. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Request for Quote number is RFQ 1846123426 and shall be referenced on all quotes. This acquisition is unrestricted. The Offeror shall submit price quotes for the required brand name or equivalent equipment, to the specifications listed below. Please enclose the established price list and description of capabilities and specifications for the required equipment. The Offeror should include a description of any support services or warranty information in the technical quote. The FBI requests that all discounts based on required quantities and volume of equipment be considered. If offering an equivalent product, the brand name of the equivalent product shall be clearly identified in the quote. Unless visibly identified as an equivalent product, offered items shall be considered as the brand name product referenced in this announcement. The evaluation of quotes and the determination as to the equality of the products shall be the responsibility of the Government and shall be based on information provided by the Offeror. The Government is not responsible for locating or securing any information not provided in the quotation by the Offeror. To ensure that sufficient information is available, the Offeror must furnish as a part of the quote, all descriptive material necessary for the purchasing activity to determine whether the products meet the salient characteristics of this requirement. Vendors proposing to modify a product to make it conform to the requirements of this announcement shall include a clear description of the proposed modification and clearly mark any descriptive material to show the proposed modification. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.211-6- Brand Name or Equal (AUG 1999); FAR provision 52.212-1, Instructions to Offeror- Commercial Items (FEB 2012); Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Margaret Einspahr, Margaret.Einspahr@ic.fbi.gov; no later than September 21, 2012, 10:00 am Eastern Standard Time (EST). Quotes shall be clearly marked RFQ1846123426. FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Add the following to 52.212-2 Evaluation (a): The following factors shall be used to evaluate offers: Low Price Technically Acceptable. The Government plans to award a single delivery order contract to obtain the required equipment. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (APR 2012); FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items (FEB 2012); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (AUG 2012) - in paragraph (b) the following clauses apply; 52.203-6, 52.209-6, 52.209-10, 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.223-18, 52.225-1, 52.225-13 and 52.232-33. In addition to the above, FAR clause 52.247-34 F.O.B. Destination (NOV 1991) is incorporated by reference. Clauses incorporated by reference may be accessed in full text at www.arnet.gov. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered by the agency. Telephone requests will not be considered. The awardee shall be registered in the Central Contractor Registration databases as required under FAR 52.204-7 (February 2012) prior to receiving an award.
