- LSJ (Redacted) This announcement constitutes public notice of Edwards AFB, CA AFTC/PZIOA, intent to award a sole source purchase order to Integrated Engineering Concepts, Inc., 5674 Richmond Road, Warsaw, VA 22572-0339, for the purchase of software, equipment updates, and modifications to the Signal to Noise Enhancement Program (SNEP). This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements, as implemented by FAR 12.6 and FAR 15.404(b)(2). Market Research was conducted and determined only one company can provide the required support necessary to update and modify the SNEP software. The proposed source, Integrated Engineering Concepts, Inc., is the sole proprietor of the SNEP system and software. Interested persons may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the government will consider all proposals received within three days of the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is published for informational purposes only. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-61. The applicable NAICS code for this requirement is 541330 and has a size standard of $14,000,000.00. The Government does not intend to pay for any information received in response to this announcement. Each quotation shall state that proposed unit prices will remain in effect for at least 60 calendar days after date of proposal receipt.
