- PRE-SOLICITATION NOTICE The US Army Corps of Engineers, Pittsburgh District has a need to replace the modified bitumen membrane roofing system on the Dam control tower at East Branch Lake, located at 631 East Branch Dam Road, Wilcox, Pennsylvania. The work consists of the removal of existing membrane and built up roofing and the placement of new built up roofing at two roofs of the Dam control tower. The general description of the work is to furnish all equipment, labor, layout of work, supervision and materials necessary to complete the work as shown and as specified. The existing building roofs consist of EPDM membrane and board insulation over a previous built-up roof which still exists. The roof deck consists of tapered sawdust concrete fill over cast-in-place concrete. EPDM membrane is present on the inner sides of the parapets and extends up the sides of the parapets, back down the outside wall of the parapets, and is terminated using a metal sealing strip screwed to the parapet as shown on the reference drawings and pictures attached to these specifications. Work on the building roofs consists of removing existing EPDM membrane, insulation and built-up roofing and roof drains, and installing new mechanically fastened polyisocyanurate board insulation, roof drains, and modified bitumen roofing. The new roof membrane shall be extended up the inner side of the parapet and secured with mechanical fasteners as well as cold-applied adhesive. New flashing shall be installed on parapet walls and on all roof drains and protrusions from the roof surface. Tapered insulation shall be used to provide a minimum roof slope of 1/4 inch per foot to the roof drains. See the attached specifications and drawings. Estimated duration of this construction project is 300 calendar days after issuing the Notice to Proceed. The magnitude of the project is between $25,000 and $100,000. This procurement will be advertised and set-aside for small business (NAICS Code is 238160). The Request for Quote (RFQ) will be issued approximately 18 September 2012 on-line only through Federal Business Opportunities website; therefore, request for hard copies of the specification and drawings will not be honored. Requests must be made by registering for this solicitation at https://www.fbo.gov. Once registered, vendors, plan rooms and printing companies will be able to download the solicitation and drawings on or after the above issuance date.
