- This notice is in accordance with FAR 5.301 and FAR 16.505. Description of Action: The OCC Office of Management, Information Technology Services (ITS) is planning to refresh all its laptop and desktop personal computers over the next year. This includes upgrading approximately 5,000 PC's running Windows XP to machines running Windows 7, 64 bit along with upgrading to Microsoft Office 2010 and Internet Explorer 9, among others. Description of Supplies or Services: The OCC seeks one additional resource to support the deployment management phase of the PC Refresh project. The additional resource shall be dedicated to the PC Refresh Deployment Lead with project management support surrounding the pilot phase and full deployment of the PC Refresh project. Authority Cited: FAR 16.505(b)(2)(i)(c) "The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order." Reason for Authority Cited: (a) Background On 17 August 2012, the OCC awarded Federal Working Group (FWG) a task order (TCC07HQD0051-120006) to provide project management support services for the PC Refresh project. The task order was awarded through a competitive process involving all three holders of the OCC Program Management Office Support (PMOS) indefinite delivery/indefinite quantity (IDIQ) contracts. The current OCC employee who is assigned as the PC Refresh project Deployment Lead was also given the responsibility for all communications and coordination of a focus group due to another OCC employee being reassigned away from the project. The increased workload of the Deployment Lead is truly intended for two OCC employees; however, since one employee was reassigned and no other employee has been assigned to the project, ITS found itself in need of contractor support. All these events happened within one week of the original task order being issued to Federal Working Group. (b) Justification The scope of the work for this task order constitutes "logical follow-on" work to the original task order, its scope being project management support for the PC Refresh project. The most efficient and effective way to provide the required resource would be to issue a new task order to FWG as they are already providing project management support on the PC Refresh project. Furthermore, as noted in the Background section above, all awardees were given a fair opportunity to be considered for the original order. Award was made 17 September 2012.
